SUMMARY OF THE ROLE
The Permit to Work Supervisor's primary responsibility is to lead the implementation of the PtW work process and ensure all aspects of the system are in place, including the risk assessments, mitigation plans, isolation and LOTO plans and ensure that controls are in line with the NextDecade RGLNG PtW manuals, procedures, and local regulations. The Permit to Work Supervisor will interact directly with a large group of stakeholders from various asset disciplines (Maintenance, Engineering, HSSE, C&P), contractors, and vendors. This will require the completion of leadership, HSSE, and soft skills-specific training. This position is located in Brownsville, TX.
KEY RESPONSIBILITIES
* Act as the Owner of Next-Decades RGLNG PtW and safe isolation work processes and look for opportunities for continuous improvement, which includes development, implementation and updating all PTW related procedures and certificates.
* Develop the plan to resource the PtW system to meet the needs of the Production and Maintenance teams and anticipate when additional PtW materials, processing, and issuing resources may be needed as the PtW workload increases.
* Develop guidelines for integrating PtW systems with various HSSE/operation systems, including Barrier Management, Management of Change, Inhibit, and Override systems.
* Lead the work to define the specifications for the LOTO hardware procurement enabling timely outfitting of the PtW office, field, and substations.
* Lead the efforts to develop PtW and safe isolation specific training and refreshers for asset personnel as well as contractor staff as and when required.
* Support Operations training lead and operations trainers to identify PtW and safe isolation training requirements and develop and deliver training material.
* Develop a regular audit process for all safe work practices to track the efficiency of the process flow and monitor and publish PtW process key performance indicators (KPIs) in frequent bases.
* Carry out audits on PtW user's compliance to the PtW manual and elevate gaps in compliance to respective leads.
* Be the custodian of the portable gas detector equipment and make sure that all equipment is accounted for in a register and in test date.
* Setup and implement Next-Decade's transition PtW plan to be used during early operation, and handover from EPC contractor's PtW system.
* Own and conduct a PtW readiness plan and assessment applying a test environment that can serve to ensure the CSU roll-out will go smooth in context of the lessons learnt from previous mega projects.
MINIMUM REQUIREMENTS
* High school diploma or GED.
* In depth understanding of PtW safe isolation, LOTO work processes, process safety fundamentals, and appreciation for overall job execution workflow.
* Demonstrate proficiency in various risk assessment techniques.
* Ability to get a Transportation Worker Identification Credential (TWIC)
* Time Management and effective communication skills
* Adaptability to manage changes in work environment in regard to adhering to updated deadlines or unexpected delays.
* Electronic PtW system and computer literate including proficient with Microsoft Office Suite.
PREFERRED REQUIREMENTS
* 5 + years experience in leadership role(s) in plant operations at Gas Processing facilities/LNG plant or Refining operations.
* Previous experience in similar role and with implementation of electronic PtW system, especially in LNG or large scale refinery/manufacturing complex.
* Experience in mega projects and CSU phase.
* Knowledge of Barrier Management model.
* In depth understanding of Risk Assessment Processes.

* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
* Exposure to moving mechanical parts and electrical circuits.
* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

* Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.
