ESSENTIAL JOB FUNCTIONS: Works under the general direction of an assigned supervisor in the Solid Waste Division. Responsible for the division's payroll and personnel administration. Supervises and directs assigned staff in auditing of processing payroll and personnel documents for all service centers within Solid Waste. Reviews, analyzes and tracks personnel/payroll documentation for completion, accuracy and timeliness. Reviews and approves calculation of final pay disbursements, longevity pay and pay progressions. Prepares and coordinates the proper documentation and reports regarding compliance of FMLA leave and ADA in compliance with federal laws and City of Memphis policies. Maintains and updates division files on employees and any related information concerning payroll/personnel. Provides information to the Auditing and/or Legal Division pertaining to time sheets and personnel records, as requested. Coordinates various Human Resources (HR) and other related training programs within the division as requested. Coordinates other HR issues within the division such as Labor Relations, Equal Employment Opportunity, etc. Creates new payroll/personnel reports as needed and generates standard reports on a routine basis, including the position control report. Provides specifications to Information Services to develop accurate reports, as needed. Creates, updates and maintains documentation of procedures concerning payroll and personnel matters. Informs employees of procedures included in retrieving (Statement of Earning) SOE. Assists management with concerns related to utilizing the performance review software, as needed. Creates and prepares a variety of correspondence, proposals, memoranda, and other written documents by utilizing various computer applications. Contacts management to verify employees' availability to work events related to storm water disasters or service fee increases. Notifies employees within the division selected for random drug test as mandated by Department of Transportation (DOT) guidelines. OTHER FUNCTIONS: 1. Performs additional functions (essential or otherwise) which may be assigned. TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to use general office equipment such as a computer, calculator, copier, and telephone. Must have the ability to traverse, sit and stand for long periods of time. TYPICAL WORKING CONDITIONS: Work is primarily performed in a fast-paced office environment that includes working hours outside of a normal workday, such as nights, weekends, and holidays. During on-site visits, associated with SW Operations possible exposure to unusual conditions and to changing weather conditions. MINIMUM QUALIFICATIONS: Bachelor's degree in Business Administration, Public Administration, or a closely related field and five (5) years payroll/personnel administrative experience with three (3) of the five (5) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Working experience of Microsoft Office applications including Word and Excel and knowledge of the current (Human Resources Information System) HRIS preferred The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment.
