*Will provide on the job training.Job Title: Phlebotomist Department: LaboratoryReports to: Supervisor Revision Date: 9/25/2023Grade Level: 15 Status: Non-ExemptJob Summary:Obtains blood samples from patients, residents, clients, and customers of all ages, from newborn to geriatrics, using the appropriate technique. Performs urine drug screen collections. Use hospital vehicle or personal vehicle, if hospital's vehicle is unavailable to safely transport specimens, requisitions and supplies from clinics or offices to the appropriate laboratory department.Duties/Responsibilities:
  • Coordinate and obtain blood samples from patients, utilizing multiple devices (including syringes, butterflies, capillary tubes, etc.). Matches blood test with correct collection container and preservative.
  • Perform routine venipuncture, blood cultures and capillary blood gases in accordance with institutional policies.
  • Utilize appropriate skin disinfectant to ensure test results are not compromised.
  • Properly collect and process urines for drug analysis ensuring that the specimen is fresh (unaltered) and the forms carry all of the necessary information and signatures; 24 hour urine tests require a special preservative and notification of lab to obtain the proper collection container.
  • Ensure timely collection of common therapeutic drugs and the appropriate time to draw specimens for the analysis.
  • Accurately label the collected specimens with either the correct bar code label or appropriate patient name, date, time date of birth and initials.
  • Perform home draws at client's private residence or one of the nursing/adult homes which have contracted with Oswego Hospital for laboratory services.
  • Assess patients with glucose meter prior to Glucose Tolerance Tests.
  • Properly process (centrifuge, separate or freeze) all specimens after phlebotomy to ensure they arrive back at the laboratory without having compromised the integrity of the specimen.
  • Pick up specimens at any/all of the physician offices, clinics, or nursing homes.
  • Maintain phlebotomy trays in a sanitary condition and restock them as needed.
  • Accurately document refrigerator/freezer temperatures at the various draw stations.
  • Inventory supplies at various drawing stations and help develop an order list to replenish stock.
  • Notify the appropriate laboratory personnel when delivering a specimen that must be run STAT.
  • Use the Laboratory Information System to order tests, print bar code labels, and fax results.
  • Addresses ABN's with confidentiality, tact and provides education to patients on their importance. Assists with obtaining appropriate diagnosis codes from Physicians.
  • Perform other duties as assigned.
Required Skills/Abilities (Unit Specific):
  • Ability to work independently.
  • Excellent time management skills, interpersonal skills, and ability to handle several tasks simultaneously.
  • Excellent interpersonal, verbal and written communication skills.
  • Proficient in standard computer programs, including Microsoft Office Suite.
  • Basic office skills such as typing, sorting and record keeping.
Education and Experience:
  • High school diploma or equivalent preferred.
  • Graduate of phlebotomy/medical assistant program with phlebotomy internship rotation or EMT experience preferred.
  • Current NYS Driver's License, clean driving record and personal vehicle preferred.
Working Conditions:
  • Requires flexibility as Phlebotomy site may vary.
  • Provides relief for the Central Receiving Tech during breaks, lunch, and weekends.
  • Position Requires Home Draws at client's private residence or nursing/adult homes.
  • Position requires the use of a courier vehicle, either hospital's or personal, if needed, to pick up specimens at any/all of the physician offices, clinics, or nursing homes that have a laboratory contract with Oswego Hospital.
  • Exposure to blood and body fluids, communicable diseases, sharp needles and objects.
  • Requires ability to lift, move, carry, push or pull up to 30 lbs. using proper body mechanics and/or available equipment.
  • Requires specified isolation procedures according to policies and procedures, occasional use of personal protective equipment to ensure safety and infection control.
  • Attendance ensures that job requirements are met.
  • Actively participates in Quality Assurance programs and CQI.
  • Occasionally requires cross-training, in-service programs, mandatory classes, and assignments to other units/shifts as needs require.
  • Complies with DOH requirements for annual health assessments and required immunizations.
