Exempt; full-time; 40 hours per week; Monday - Friday; 8:00 a.m. - 4:30 p.m.; full benefits

This professional and technical position in the Department of Development Review and Planning is responsible for planning and zoning work required for the review and approval of land development applications in Frederick County. Direction may be given to support staff. Direction may be received from the Senior Planner. Supervision is received from the Department Director.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

* Review and process minor subdivision plats (i.e. small subdivisions, addition, correction, farm lot, outlot and public takings for compliance with all County codes, ordinances, polices, and procedures.

* Conduct research, planning and technical analyses for planning projects related to development review activities

* Project management of assigned development projects, being a liaison between the applicant, consultant, and multi-agency and jurisdictional reviews

* Provide professional planning assistance to members of the community and various board and commissions on land use projects

* Perform site visits when needed to gather data relevant to development applications

* Attend Planning Commission meetings; draft reports on projects to be reviewed

* Prepare staff reports on development review and subdivision items

* Review and prepare Subdivision Rights, Site Plan Verification, and Lots of Record letters

* Assist the Planning Technician with the processing and routing of all Development Review applications

* Perform other related duties as required

* Bachelor's degree in Planning or a closely related field

* Minimum 1 year of related planning experience which may include college related projects and/or internships

* Possession of a valid automobile operator's license

* NOTE: Additional related work experience may substitute for a portion of the education requirement

KNOWLEDGE / SKILLS / ABILITIES:

* Ability to maintain County Authorized Driver privileges

* Working knowledge of the principles and practices of planning

* Knowledge of codes and ordinances governing development regulations

* Working knowledge of the methods of conducting research and statistical analysis, with the ability to effectively compile and prepare comprehensive reports and analyses

* Ability to effectively read and interpret maps and plans

* Ability to develop and maintain effective working relationships with co-workers, elected officials, board members and the general public

* Strong and effective spoken and written (English) communication skills, including the ability to prepare and present effective reports, maps and charts relative to particular studies

* Ability to effectively access and utilize GIS, word processing, data management, and presentation software

* Ability to effectively utilize electronic plan review software consistently and with little oversight

* Ability to understand or knowledge of complex application processes and procedures and assist in the processing of all development review applications for the Department through the County's electronic application and review software

* Ability to effectively organize work and determine priorities, work independently on complex projects, and complete assigned duties with minimal supervision

* Ability to develop and maintain effective working relationships with co-workers, elected officials, board members and the general public

PREFERENCE MAY BE GIVEN FOR:

* Planning and Development Review experience at the local government level

* Experience using electronic plan review software

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:

* While working in this position, the employee is required to constantly sit; frequently perform repetitive motions; and rarely climb, stoop, lift up to 50 pounds, reach and drive

* While working in the position, the employee is required to constantly work indoors; and rarely work outdoors, walk on uneven ground and work in dirty environments

* Available for evening and weekend work hours when required for special meetings and programs
