Job Summary This position's purpose position is to support the management and administration of the District 6 State Road Construction (SRC) budget, the development and administration of its 10-year Capital Highway Investment Plan (CHIP), and the Southeastern Minnesota Area Transportation Partnership's (ATP's) 4-year Area Transportation Improvement Program (ATIP).This position is responsible for establishing and maintaining various data systems, tracking tools, and procedures deemed necessary for the update, monitoring, analysis, and reporting on the District's and ATP's investment plans and programs to ensure effective and efficient program delivery and management. Responsibilities include: •Overseeing and administering the District's budget and capital programs including financial tracking of construction expenditures and districtwide set-aside funding categories. •Manages and maintains project data in Department's Project Unification Management Application (PUMA), Statewide Integrated Financial Tools (SWIFT) and Capital Highway Investment Management Enterprise System (CHIMES). •Serve as the District's 10-year plan Coordinator to provide fiscally balanced and deliverable short-range plan for the District. •Supports activities of the Southeast Minnesota Area Transportation Partnership (ATP) and its various subcommittees, including the development, update, and administration the ATP's ATIP, a subset of the State Transportation Improvement Program (STIP). Qualifications Minimum Qualifications Two years of professional level experience that demonstrates the following: •High-level experience with MS Office applications sufficient to manage data and produce documents, spreadsheets, presentations, and reports. •Strong communication skills to professionally interact with others both orally and in writing sufficient to communicate organizational changes and complexity and maintain effective working relationships. •Experience with accounting databases and data management concepts sufficient to design, develop, maintain, update and revise information databases and create spreadsheets to compile and report on relevant data. •Experience in coordinating and leading working group activities. Preferred Qualifications •Knowledge in understanding and working with the State's Capital highway Investment Management Enterprise System (CHIMES). •Experience using math, finance, or accounting skills in workplace activities. •Knowledge and understanding of MnDOT's State Road Construction (SRC) budget and process. •Broad technical knowledge of transportation planning and program development.
