An employee in this class supervises planners and specialists and performs journey level planning work in a variety of projects for current and long-range planning and development efforts. Work involves preparing and presenting technical data and reports for various Boards and Commissions; providing technical assistance to the public and various agencies on planning and development matters; and preparing reports and recommendations for re-zonings, permits, site pans, subdivisions, and annexations for Board consideration. Work involves considerable research, public contact often in sensitive or emotional issues requiring judgment, firmness and tact. Work involves exposure to extreme indoor and outdoor temperatures. Work is distinguished from the Senior Planner by the variety and complexity of work assigned, the greater independence in day to day activities, and the leadership role as technical resource and supervisor of other staff members. Work is supervised by the Planning and Inspections Director and is evaluated through conferences, review of work results obtained, and overall acceptance of the programs by citizens. Typical Duties and Responsibilities
  • Prepares reports and recommendations for re-zonings, permits, site plans, subdivisions, text amendments, special use permits, and annexations for board and Village Council consideration.
  • Confers with and provides technical assistance to the property owners, contractors, developers, engineers, architects and the public regarding conformance to standards, plans, specifications and codes; explains codes, requirements and procedures and evaluate alternatives.
  • Serves as staff support and prepares correspondence, reports, charts maps, graphs, and other illustrative materials for presentation to Planning and Zoning Board, Village Council, Board of Adjustment, and other boards and groups; and makes recommendations for action in matters pertaining to Village planning, zoning, and development matters.
  • Serves as the planning lead the Technical Review Committee in the review of plans of developers and property owners to ensure compliance with approved codes and test appropriateness of local codes; oversees interpretation and review of Pinehurst Development Ordinance; serves as the project manager and technical advisor for larger projects.
  • Researches records and maps to assist and provide information to financial institutions, attorneys and the general public, as requested; performs such research as necessary to gather and analyze such statistical and narrative date in preparation for board presentations.
  • Supervises the Senior Planner, Planner and Planning & Zoning Specialists; provides technical resources and consultative advice and direction to code compliance and inspections staff.
  • Oversees the work of consultants, drafts request for proposals and quotes, prepares quotes, prepares consulting contracts, and monitors consultant contracts and projects budgets.
  • Authors development ordinance and code amendments and related planning policies and procedures.
  • Updates long range planning documents such as the Comprehensive Plan; prepares modifications for Board and Village Council approval.
  • Coordinates with other agencies, divisions and departments concerning development and landuse planning issues.
  • Visits subdivisions and/or tracts of land under consideration of zoning, rezoning, variances, special use permits, etc., to determine applicability of various zoning and development ordinances, and prepares recommendations to boards and committees.
  • Researches, coordinates and prepares grant proposals for available government funding for various planning and development programs and projects administered by the Village; maintains files of grant sources and supporting data; holds public meetings as appropriate.
  • Serves as liaison to coordinate planning activities with affected municipalities and/or local, state, federal and private agencies.
  • Acts in the absence of the Planning and Inspections Director.
  • Performs related duties as required.
Knowledge, Skills, and Abilities
  • Thorough knowledge of the Village's zoning, land use, and other ordinance and codes.
  • Thorough knowledge of the principles, practices, and techniques of municipal land use planning, urban design, planning research, landscape architecture practices, zoning and annexations.
  • Considerable knowledge of governmental laws, programs, and services pertinent to the planning processes.
  • Considerable knowledge of the environmental and socio-economic implications of the planning process.
  • Considerable knowledge of sources of planning data and information.
  • Considerable knowledge of GIS systems as they related to planning needs.
  • General knowledge of civil engineering practices and techniques relevant to the work.
  • Skill in the collection, analysis, and presentation of technical data and planning recommendations.
  • Skill in collaboration, conflict resolution, meeting facilitation, and public presentations.
  • Ability to establish and maintain effective working relationships with community groups, federal, state, regional, Village officials, and the general public.
  • Ability to enforce codes with firmness and tact.
  • Ability to provide leadership and direction to other staff members.
  • Ability to prepare comprehensive reports and studies and recommendations in oral and written forms.

  • Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, crawling, standing, pushing, pulling, lifting, fingering, grasping, walking, talking, hearing, and repetitive motions.
  • Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force to lift, carry, push, pull, or otherwise move objects.
  • Must possess the visual acuity to examine and work with maps, charts, and detailed materials; operate a computer; inspect sites for planning related issues; and do extensive reading.
Minimum and Preferred Qualifications Graduation from a college or university with a degree in planning or a related field preferably supplemented by a master's degree, and considerable experience in urban planning with some supervisory experience; or any equivalent combination of education or experience.Position is opened until filled.
