Job Description

Targeted Annual Pay Range: Minimum of $125,000.00 to a maximum of $135,000.00

POSITION PURPOSE: The Plant Engineer is responsible for managing the daily operations of the plant. The Plant Engineer directs the implementation of the Operating Plan and identifies those areas which may need improvement or further development. The Plant Engineer assures that plant operating conditions are always kept within optimum limits.

PRIMARY DUTIES / RESPONSIBILITIES:

  • Ensure that thermal and electrical outputs are maintained at maximum levels and efficiencies.
  • Report normal, abnormal or emergency plant conditions to the O&M Manager. Take necessary corrective action in accordance with established policy or at the direction of the O&M Manager.
  • Provide guidance to the maintenance supervisor relative to equipment conditions and required maintenance activities.
  • Comply with the Environmental QA/QC Manual and ensure compliance with all environmental regulatory requirements when operating the facility.
  • Assist in maintaining all plant chemical and fuel levels required for continued plant operations.
  • Assist with the Oversight of the technical training, qualifications and re-qualifications of all Operations personnel.
  • Assist with the oversight of all safety training of all plant personnel and assist in developing site specific training programs and ensure training is completed by appropriate employees.
  • Assist the Environmental Health and Safety Manager in the documentation and reporting required by facility permits and procedures as well as safety observances and documentation records.
  • Utilize the CMMS for all work orders and ensure maintenance conforms to all work procedures and safe work permit requirements for all operations processes as appropriate.
  • Prepare required reports for the owner and/or utility.
  • Oversee the daily upkeep of necessary plant logs and records.
  • Work with I&E Supervisor and Maintenance Supervisor to maintain the plant Operations Manuals and assure that operating policies and procedures are kept up-to-date.
  • Sustain the morale and motivation of operations personnel and handle employee concerns as they arise.
  • Ensure that the water chemistry program for the plant is properly implemented, including testing, inspections, and maintenance of water treatment program. Provide guidance to the chemist in administering the chemistry program.
  • Maintain emergency equipment and perform inspections.
  • Implement plant and corporate procedures and policies and provide recommendations for changes as necessary.
  • Develop knowledge in Federal Regulations and become knowledgeable in NY OSHA regarding 29CFR 1910.
  • Audit Safety program at least monthly with reporting to O&M Manager,
  • Chair and select Accident Investigation Committee and submit incident reports as required.
  • Oversee contractor/vendor support to ensure compliance with safety regulations.
  • Conduct annual drills to critique response and provide recommendations for changes to improve safety program.
  • Assist with the preparation and maintenance of the budget for the position's area of responsibility.
  • Assist with the location, screening and hiring of operations personnel.
  • Complete other tasks as requested or assigned by the O&M Manager.
  • PHYSICAL REQUIREMENTS / WORK ENVIRONMENT

    Physical requirements include possibility of working on feet for extensive periods, requiring stair and ladder climbing; and routinely lifting 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.). Work with hazardous materials may be required.

    Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload and plant conditions. On call status will be required.

    All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post employment random drug screening. There are extensive smoking restrictions in and around the facility.

    Qualifications

    Education / Experience / Background

    • Bachelor of Science degree in engineering or equivalent required.
    • Power plant or similar experience is highly desirable.
    • Gas turbine experience is highly desirable.
    • Experience supervising technical personnel required.

    Knowledge / Skills / Abilities

    • Strong leadership and motivational skills required
    • The Plant Engineer must effectively communicate information to the O&M Manager, fellow supervisors, and subordinate operation and maintenance personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvement.
    • The Plant Engineer must be able to navigate new and varied work situations, involving a high degree of complexity.
