Purpose of Classification:
The purpose of this classification is to manage and lead the operations of wastewater treatment and filtration plants which includes responsibility for the personnel, equipment, projects and facilities.
This classification is safety sensitive, subject to random drug testing in accordance with the County's Drug & Alcohol Policy.
Essential Functions:

Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress; inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Responsible for the efficient operations and maintenance of the wastewater plant and lift stations; manages manpower, equipment, facilities and grounds in compliance with local, County, state and federal laws and regulations (e.g. Clean Water Act, Georgia Quality Control Act, US EPA, NPDES programs, OSHA, and underground storage tank regulations).
Assists in developing short term and long-term strategies to improve the efficiency of the plant and lift stations; and provides the strategic plans to senior management for approval.
Develops capital projects that relate to the plants and lift stations; meets with vendors and contractors and decides on which best meet the needs of the County; determines budgetary information; tracks expenditures; and meets with internal staff and outside agencies and individuals to discuss plans and programs.
Approves purchases for the plant and lift stations; and collects financial, operational and maintenance data, analyzes, and reports data to internal and external sources.
Leads weekly supervisory staff meetings to keep up with projects in the plant and lift stations; attends various internal and external meetings; and keeps current of legal compliance, safety issues, and water production trends.
Minimum Qualifications:
Associate degree in Biology, Chemistry, Construction Management, or a related field; five years of experience in water/wastewater plant operations which includes one year supervisory or lead experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required:
Must possess and maintain a valid Georgia driver's license; must possess and maintain a State of Georgia Class I Wastewater Operator License.
