Description The City of Richmond Department of Public Utilities is seeking qualified candidates to fill a Plant Operator position in the Wastewater Utility Plant. The Plant Operator will perform work of moderate to considerable difficulty in the operating of a water or wastewater treatment plant in accordance with applicable laws, ordinances and regulations. Duties include but are not limited to
  • Monitoring and controlling plant processes to include adjusting chemical dosages to maintain compliance with State Health Department regulations;
  • Recognizing and correcting critical functions;
  • Collecting samples of water to perform chemical laboratory analysis;
  • Reading, interpreting and adjusting gauges, meters and control panels to make sure plant equipment and processes are working properly;
  • Observing and documenting variations in operating conditions to determine processing requirements;
  • Recording operational data, operating valves and gates and starting/stopping plant equipment to control and adjust treatment process;
  • Adjusting, monitoring and responding to operational situations involving the water distribution system;
  • Monitoring pumping stations.
Incumbents serve as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. The incumbent in this position is required to serve on-call 24 hours/7 days a week to provide leadership for the support and resolution of problems for critical systems and applications within the assigned City of Richmond portfolio. Qualifications, Special Certifications and Licenses Considerable knowledge of effects of wastewater treatment processes, and potential issues that may arise; safety principles and practices; computer software used in wastewater plant system controls and operations; basic mathematics concepts; and hand tools and their uses.Demonstrated skills in understanding diagrams and blueprints, reading and interpreting plans and specifications; safe and proper use of various tools, light trucks, and power driven equipment, and decision making. The ability to communicate clearly and concisely, both orally and in writing; prioritize, assign, supervise, and review the work of plant operations, appreciation of the cultural diversity of the community; to operate heavy equipment (not all positions) and to operate and maintain assigned equipment.MINIMUM TRAINING AND EXPERIENCE:
  • High School Diploma or GED;
  • Must be able to work a rotating 12 hour shift (12:00 AM to 12:00 PM and 12:00 PM to 12:00 AM);
  • Zone I requires a year of maintenance experience, preferably in the performance of utility tasks (Zones II through V will require additional experience and certifications as defined in the broad band program);
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
  • Incumbents assigned to Zone II require a Commonwealth of Virginia Level 4 Water or Wastewater Operator's License;
  • Incumbents assigned to Zone III require a Commonwealth of Virginia Level 3 Water or Wastewater Operator's License;
  • Incumbents assigned to Zone IV require a Commonwealth of Virginia Level 2 Water or Wastewater Operator's License;
  • Incumbents assigned to Zone V require a Commonwealth of Virginia Level 1 Water or Wastewater Operator's License.
PREFERRED TRAINING AND EXPERIENCE:
  • Some college is preferred;
  • A valid Driver's license;
  • Wastewater Works Operator Treatment License is a plus;
  • Experience with reading water meters and graphs;
  • Experience in wastewater treatment operations;
  • Experience with utility maintenance is a plus;
  • Basic proficiency level computer skills to work on SCADA in-plant;
  • Microsoft Office Suites experience.
