Utilities Plant Operations Spv serves as the boiler operator and shift supervisor for an assigned shift ((1st (8am-4pm), 2nd (4pm-12mid), or 3rd (12mid-8am)) at the T. E. Neal Heating plant, providing mechanical, operational and limited supervisory work in the operation and repair of steam boilers for heating hot water and cooking purposes. Specific duties include: starting and shutting down boilers, monitoring various operational readings and making the necessary adjustments to maintain efficiency, performing water tests and adding chemicals to water as necessary, performing routine boiler maintenance and mechanical repairs; and assisting in the larger maintenance jobs and directing lower level operators in all of these functions; apply OSHA workplace safety techniques. This position is involved in all phases of the operation and routine maintenance of larger, more operationally complex boilers; provides on-the-job training to subordinate boiler operators, instructing them on non-routine situations while monitoring their performance; all duties are performed under the general supervision of the steam plant supervisor. This position implements standard operational procedures for boilers from written and oral instructions, and attends in-service training as required.
Primary Function of Organizational Unit
The T. E. Neal Heating Plant maintains the flow and desired steam pressure from the boiler plant thru high pressure distribution lines to steam reduction stations within the mechanical equipment (ME) rooms and throughout the facilities for domestic hot water, food preparation, heating and sanitation. The Heating Plant operates 24 hours a day, 365 days a year in 3 shifts (1st shift/8am-4pm, 2nd shift/4pm-12mid, 3rd shift/12mid-8am).

Required Competency Knowledge - Technical Duties
Applies considerable knowledge of boiler operation, design, repair, construction, installation, maintenance principles, techniques, procedures and safety precautions of the applicable system(s). Applies considerable knowledge of boiler operation, design and maintenance procedures of applicable equipment. Some knowledge of design techniques, tools, and principles of technical plans, blueprints, drawings, and models.
Serves as boiler operator and shift supervisor reviewing and assigning work to a lower level employee while performing the following:
1. Utilizes a pipe threader to cut, ream and thread black malleable iron pipe to precise measurements for a particular job or to the plant supervisor's specifications with 98% accuracy.
2. Identifies by name and dimension a variety of pipe fittings (i.e. ells 1/2 , bushing , union 1-1/2 with 98% accuracy.
3. Utilizes basic accounting principles to assist the plant supervisor in conducting a semi-annual inventory of spare parts for the plant.
Boiler Maintenance and Repair:
* Periodically checks on the boilers located at the farm.
* Ensures that the quantity and quality of steam is sufficient to satisfy to satisfy air compressor is adequate for proper operation of the pneumatic controls.
* Ensures that the quantity of air for combustion is adequate on boiler(s} to prevent unburned combustibles.
* Cleans and descales boiler(s) as determine by plant supervisor.
Chemicals:
* Completes one chemical analysis test on condensate H2O, boiler H2O, H2O softener per shift.
* Distributes chemicals into chemical feed units based upon readings from H2O analysis test.
Take hourly readings and records findings in log book for the following: equipment gauges, motors, pumps, chemical tanks, fuel oil tanks, D.A. tank, condensate tanks, I.D. fans, and conditions inside dike wall.

Identifies and may resolve or make recommendations for standard problems with devices, and systems through inspection and maintenance, or after system/equipment installation/failure. Perform supervisory and training activities; recruits staff that meet required competencies; works with employees to identify training needs and recommends developmental activities; including employee safety, selection and development of employees. Applies knowledge of all applicable codes and methods of installation, operation, construction, maintenance and repair of applicable equipment and tool.
