Salary: $58,335.00 - $77,445.00 AnnuallyLocation : Rochester, NYJob Type: Full-TimeJob Number: 25EOC88652-010Department: Various DepartmentsBureau: VariousOpening Date: 11/26/2024Closing Date: 12/13/2024 11:59 PM EasternCivil Service Exam Date: 01/18/2025General Description This employee performs inspections and plan review of plumbing and drainage installations in order to ensure compliance with applicable laws, ordinances and codes under the jurisdiction of the City of Rochester. The employee receives specific assignments and works independently in the field or is assigned to the Permit Office to review plumbing related plans for the purpose of issuing plumbing permits. General supervision is received from a senior level staff member within the Bureau of Buildings and Zoning. Related work is performed as required. Typical Work Activities
  • Explains to plumbers, architects, engineers, and the general public applicable plumbing and drainage provisions of the Sanitary and Building codes;
  • Issues appearance tickets as required, for codes administered and enforced by the City of Rochester's Bureau of Buildings and Zoning;
  • Inspects laterals, drains, and stacks to ensure that plumbing is installed, altered, or extended in accordance with the issued permit and that installations are air and water tight;
  • Inspects gas appliances, HVAC equipment, boilers, hot water tanks, and other related appliances to ensure that their installation is in compliance with applicable plumbing related codes;
  • Inspects pipes, fittings, and other materials to ascertain quality of materials and for code compliance;
  • Takes appropriate enforcement action for plumbing work performed which is not in accordance with codes and regulations;
  • Reviews plumbing related plans for compliance with applicable laws, ordinances, and codes;
  • Performs follow up inspections on outstanding plumbing permits issued by the City of Rochester;
  • Prepares appropriate close out documents upon completion of permits;
  • Investigates citizen complaints and assists the Enforcement Unit in the prosecution of violations of the sanitary and plumbing codes;
  • Completes forms and short narrative reports to document progress of inspections;
  • Uses mainframe terminal or personal computer to extract and input inspection information;
  • May provide staff support to the Examining Board of Plumbers.
Minimum Qualifications High school diploma or G.E.D. SPECIAL REQUIREMENTS:
  • Possession of a Certificate of Competency issued by the Board of Plumbing Examiners of the City of Rochester, New York at time of appointment and throughout employment.
  • Employee must complete the requirements for and obtain a New York State Basic Code Enforcement Training Certification for building and property inspectors, within eighteen (18) months after the date of appointment. Training will be arranged by the City of Rochester at time of appointment.
  • Valid NYS Class D Driver's License at time of appointment and throughout employment.
  • Motor vehicle available for daily use at time of appointment and throughout employment.
  • Exam Information Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and/or abilities in the following areas. Inspection procedures and principles: These questions test for knowledge of the appropriate practices and methods to use when inspecting various types of building facilities and projects; including proper adherence to plans and codes; dealing with residents, owners, and contractors; and inspection record keeping. Understanding and interpreting building plans and requirements: These questions test for the ability to read, analyze and perform computations based on technical drawings and written technical material related to building facilities and projects. All the information needed to answer the questions will be presented in the written material and/or drawings. Plumbing plans, installations, practices, materials, and tools: These questions test for the ability to read, analyze, and perform computations based on plumbing related diagrams and plans and for knowledge of the tools, materials, and methods used when installing or repairing residential and commercial plumbing-related appurtenances. Understanding and interpreting codes and ordinances: These questions test for the ability to read and analyze various codes and requirements. Candidates will be provided with written selections related to code provisions (mainly dealing with zoning, housing and property management issues) and will be asked questions based on those reading passages. All the information needed to answer the questions will be presented in the written selections. Candidates will not be required to have any special knowledge related to the content areas covered in the reading selections. Test Guide:
