A Plumbing Inspector manages a permanent inspection route inclusive of both commercial and residential applications; both new construction and retrofit.Essential Functions
  • Manages a permanent route, subject to route rotation at any time that may span the entire level and complexity of any plumbing or gas-fitting installation within WSSC Water sanitary district, except for extraordinary or unusual installations that are inspected by a supervisor, plumbing inspections
  • Performs basic System Development Charge (SDC) inspections for auditing permits for accuracy and payment of required fees, and to determine SDC credits on existing buildings prior to demolition
  • Utilizes databases to research permit, inspection, meter and account information, plumber certifications, verification of service connections, site utility and minor site utility systems, and cross-connection related information
  • Verifies the plumbing systems are installed per WSSC Water Standard Details for Construction, and approved plans, where applicable
  • Performs plumbing inspections according to the WSSC Plumbing and Fuel Gas Code and adopted ICC Codes
  • Inspects sewer and water services, both new and replacement/repair; groundwork, drainage, waste, and vent systems, water distribution systems including inspection of cross-connection requirements and inspection of food handling establishments for proper grease abatement systems in compliance with material standards, testing, and workmanship
  • Inspects fuel gas distribution systems for support, sizing, safety devices, system pressures, leak testing, gas appliance/equipment venting, material standards, support, clearances, sizing, manufacturer's requirements, and workmanship
  • Performs final inspection of plumbing systems to verify proper fixture operation, scald prevention, backflow protection, accessibility to valves, cleanouts, and appurtenances, and to verify water meter installation
  • Verifies release of service status for service connections and site utility systems
  • Performs final inspection of gasfitting systems to verify proper appliance/equipment setting and operation, make-up and combustion air, clearances, equipment standards, manufacturer's requirements, and workmanship
  • Performs administrative duties, including but not limited to, telephone and electronic contact with those regulated when required, verification of permit and SDC impact fee accuracy, data entry, daily log on large or more complex job sites
  • Helps with office duties and assists coworkers to ensure completion of assigned inspections
  • Drives a vehicle to conduct WSSC Water business
  • Maintains constant safety awareness, including MOSHA/OSHA requirement
  • Takes responsible action when an unsafe condition is identified
Other Functions
  • Provides courtesy inspections for homeowners and other property owners consistent with WSSC Water's customer outreach policy
  • Provides information related to and assists in issuing enforcement actions including notices of violation, civil citations, stop work orders, and other directives to violators of the plumbing and fuel gas code
  • May serve as Supervisor, Plumbing Inspections, when necessary
  • May be required to participate in the emergency inspections program
  • May be required to attend court hearings to assist in completing investigations and resolving problems
  • Performs related duties as assigned
Work Environment And Physical Demands
  • Residential and commercial construction job sites
Ability to:
  • Navigate rough, slippery, and steep terrain
  • Navigate through inherent job site hazards
  • Climb and descend ladders
  • Climb and descend multi-story stairs; and finished/occupied homes and businesses
  • Drive to and from inspections, making 10-20 stops. Travels 30-100 miles per day
  • Some office and computer work
Required Knowledge, Skills, And Abilities
  • Hands-on experience with skills, vocabulary, jargon, codes, and practices associated with the plumbing and gas-fitting trades, including new, retrofit, and service work in both residential and commercial installations
  • Good general knowledge of building construction and the interface among various building trades
  • The ability to understand and work from construction drawings, manufacturer's installation instructions, schematics, and related construction documents
  • A high level of professional judgment consistent with the intent of the Code when discrepancies occur, factoring in job site conditions, practicality, and customer's needs; interacts with the trades in a constructive and informative manner
  • The ability to apply sound judgment regarding the intent of the Code and related regulatory requirements when prescriptive requirements are not attainable
  • The ability to work independently with minimal direction from the supervisor, and to inspect a wide scope of new and retrofit residential, commercial, and industrial plumbing and gasfitting installations
  • Hands-on basic personal computer competency and keyboard skills
  • Demonstrated ability to learn new skills through Commission training programs
  • The ability to identify cross-connections, and good familiarity with backflow prevention assemblies, devices, applications, and testing
  • Demonstrated high level of self-confidence and professional judgment when performing inspections, and dealing with a broad spectrum of audiences, including contractors, design professionals, property owners, coworkers, and government/regulatory officials from Montgomery and Prince George's counties and other local jurisdictions
  • The ability to maintain excellent interpersonal communication skills on inspection and regulatory matters with both internal and external stakeholders
Minimum Education, Experience Requirements
  • High School diploma or equivalent
  • 4+ years of plumbing experience
  • 1+ year of master plumber/master gas fitter experience
  • Must be a current WSSC-licensed Master Plumber/Gasfitter or an eligible reciprocal state-licensed Master Plumber/Gasfitter
  • Possession of a valid Cross-Connection/Backflow Prevention Certificate from a State of Maryland or WSSC Water approved course, or the ability to obtain within 6 months of hire or transfer
Additional Requirements
  • Possession of a valid driver's license, with no more than 4 points, and the ability to obtain a WSSC Water driver's permit within 90 days of hire or transfer
  • Retention of licenses/permits/certifications while in the role
  • Completion of the WSSC Financial Disclosure statement within 30 days of employment and annually thereafter
