  • Inspects plumbing, cross-connection, sewers and mechanical installations for approved materials and accepted practices and procedures.
  • Inspects plumbing and sewer installations, alterations and repairs during construction for compliance with applicable City and State codes.
  • Inspects gas and oil fired appliances.
  • Observes tests of completed installations for compliance to plumbing and mechanical codes and standards. Inspects existing installations and equipment as directed.
  • Records defective material and workmanship, issues orders for correction of defects or issues code violation notices as necessary, and makes re-inspections to ensure compliance with code requirements.
  • Reviews state and city contractors license for compliance with state law and city ordinances.
  • Advises plumbing and mechanical contractors, builders, and the general public as to the interpretation of the plumbing and mechanical code and acceptable installation methods.
  • Prepares and maintains necessary records and reports; conducts correspondence; and issues written violation notices and court appearance tickets.
  • Reviews, assists, and issues permits for plumbing and mechanical installations and activities as required.
  • MINIMUM ENTRANCE REQUIREMENTS
  • Two (2) years full-time paid work experience performing plumbing work at journeyman (that is, after journeyman license was earned) -OR- possession of a valid master journeyman license.
  • Four years (4) experience in the HVAC field as defined in the Forbes Mechanical contractor's Act.
  • Considerable knowledge of the methods, tools and equipment used in the installation of plumbing equipment.
  • Knowledge of plumbing and mechanical regulations enforceable by the State and City Ordinances.
  • Ability to understand, interpret and explain plumbing and mechanical codes related to State and Municipal regulations and procedures.
  • Ability to read and understand plumbing and mechanical plans and specifications.
  • Ability to maintain cooperative working relationships with contractors, Journey and the general public.
  • NECESSARY SPECIAL REQUIREMENT(S):
    • Must have possessed a Mechanical License for not less than 1 year in 3 or more categories 1, 2, 4 or 9 as defined in 1984 PA 192, MCL 338.988 and known as the Forbes Mechanical Contractors Act.
    • Must register with State of Michigan within 30 days of employment or be registered as a Plumbing and Mechanical inspector by the State.
    • Possession of a State of Michigan Plumbing (Journey/Master) License.
    • Possession of a valid State of Michigan Driver's license.
    • Employee may be required to provide own transportation.
    SUPPLEMENTAL INFORMATIONPhysical DemandsWhile performing the duties of this job, the employee is frequently required to sit, talk, hear, stand, walk, use hands to finger, handle or operated objects, tools or controls, reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl, taste and smell. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.You must meet the minimum entrance requirements and attach supporting documentation to be considered for employment. At retirement, you'll receive a modest lifetime defined benefit (DB) and a separate defined contribution (DC) account you manage. The DC plan requires an employee pretax irrevocable contribution of 1%-5% (Exempts employees contribute 5%). The employer pays the DB portion and matches the employee's DC contribution. (Maximum employer match is capped at 10% for both the DB & DC. DB is always funded first). Employee contributions are 100% vested. Employer DC contributions vest at 20% per year and fully vest after 5 years. DB portion vests after 6 years and is payable at age 60. The City of Flint is a reciprocal employer under Act 88Insurance Benefits: The City of Flint offers medical insurance (HAP and BCBS of Michigan), dental and vision to eligible employees, their spouses, and qualified dependents. Life & AD&D and short-term disability are available for free to eligible employees after six months of employment. The City of Flint offers a $100 per month opt-out payment for any employee who has other insurance coverage through a spouse or former employer and chooses not to take the City's medical insurance.Eligible employees can also enroll in flexible spending accounts for both medical and dependents. They have immediate access to the full amount selected while paying back that amount with pre-tax payroll deductions over the following year.City of Flint eligible employees also participate in an HCSP plan for future retiree health care costs. Employees contribute $600 pre-tax yearly ($23.08 each pay they work and/are paid 40 hours regular wages) and the employer matches $1500 yearly ($57.70 each pay they work and/are paid 40 hours regular wages). This plan is available for use after termination of employment.
