The Dispatcher receives incoming calls requesting Police, Fire, and EMS assistance through a variety of communication equipment and dispatches the appropriate emergency unit. The position utilizes computer aided dispatch software to initiate and track calls for service and record officer activity. The Dispatcher coordinates communications during police field activity and relays information to appropriate department officials or other agencies.
ESSENTIAL POSITION FUNCTIONS:
1. Monitors, receives calls, and broadcasts on multiple radio frequencies; receives requests for Police, Fire and other emergency services by telephone or radio; determines nature of incidents, required assistance, location, and other pertinent information; dispatches required units according to established procedures; keeps track of responder's locations and anticipates additional needs.
2. Receives fire and intrusion alarms by direct lines; maintains records of radio transmissions and telephone calls; records pertinent information including nature of complaint, responder(s) assigned, and incident disposition.
3. Provides support and receives requests for information from Fire, Law Enforcement, Criminal Justice and other authorized persons.
4. Utilizes computer terminal to access and retrieve information relative to motor vehicle registration, driver's licenses, criminal history, stolen vehicles, stolen articles, wants and warrants, protection orders and similar data; transmits information by radio or telephone.
5. Activates the MCC Emergency Notification System, which includes ALERTUS brand beacons and outdoor sirens, as well as BLACKBOARD text messaging.
6. Operates COLLEAGUE software to locate specific student and staff information, to include emergency contact information.
7. Operates Access Control; remotely locks/unlocks/grants access for authorized personnel at each MCC location; monitors card access/activity; monitors panic alarms; deactivates lost/stolen access cards.
8. Responsible for operating surveillance equipment, watching both live and recorded video surveillance footage, reporting incidents or suspicious behavior to MCC Police personnel when necessary.
9. Monitors weather conditions for severe weather notification through Nebraska Weather Service, television, internet and radio reports; and conveys information pursuant to established procedure.
10. Establishes and maintains effective working relationships with supervisors, MCC employees, elected officials, law enforcement, outside agencies, and the public.
11. Reacts to callers quickly, positively, professionally and firmly under stressful conditions.
12. Maintains appropriate security and confidentiality of Criminal Justice Information (CJI) created or encountered in the performance of assigned duties.
13. Refers non-emergency calls to appropriate MCC Departments or other agencies in accordance with established procedures.
14. Keeps informed of departmental policies, procedures, protocols, and government regulations.
15. Performs other duties as directed and assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of the principles and practices of radio communications as well as the proper procedures used in emergency service dispatching.
2. Ability to speak clearly and concisely in a well-modulated voice and to use good diction.
3. Ability to operate or learn to operate assigned equipment and other security systems such as video surveillance, alarm systems, card access and other related equipment used in day to day operations of the College Police Department.
4. Ability to perform data entry while speaking on the telephone/radio.
5. Ability to focus on a single source of auditory information in the presence of other distracting or irrelevant auditory sounds.
6. Ability to deal tactfully and courteously with a variety of individuals including those who may be frightened, incoherent, hostile, under great stress, and verbally abusive.
7. Ability to handle and maintain confidential and sensitive information.
8. Ability to think clearly and respond rapidly and effectively to emergency situations, and to maintain emotional composure necessary to organize work and maintain a high level of productivity during periods of high activity in stressful situations.
9. Ability to communicate effectively in English, both verbally and in writing; to read and comprehend the English language; to comprehend and follow verbal and written instructions; to interact with individuals of different social, cultural, economic, and educational backgrounds.
10. Ability to tolerate a working environment which involves sitting, reaching, and grasping 76-100% of the time; bending, stooping, squatting, standing, walking, pushing, and pulling approximately 25% of the time; and moving objects weighing up to 10 pounds, 0-33% of the time.
11. Ability to exercise sound, independent judgment when organizing and prioritizing responses to emergency calls.
12. Knowledge of proper radio procedures and terminology of the Law Enforcement, Fire, and EMS agencies located in Douglas, Sarpy and Dodge Counties.
13. Considerable knowledge of the geography of all MCC locations, including street locations, within Douglas, Sarpy, Dodge and Washington Counties.
14. Knowledge of, or ability to learn, laws pertaining to disclosure of public records.
15. Ability to complete thorough, in-depth records research using all available tools.
16. Ability to operate standard office equipment such as a calculator, fax, copier, and other equipment necessary to perform the essential duties of the job.
17. Ability to conform to scheduling demands which may include varied days, hours, weekends, overtime, and call-ins when the need arises due to staffing levels and/or emergency situations.

Required Qualification
1. High School graduation or equivalent (GED) required.
2. One year of related work experience.
3. Equivalent combination of education and/or work experience considered.
4. NCIC Computer System certification within 3 months of hire.
5. CJIS Security Awareness Training within 3 months of hire.
6. Must be at least eighteen (18) years of age at the time of hire and possess a valid driver's license and insurability.
7. Must be able to read and write and possess the ability to speak the English language clearly and distinctly without speech impediments, using telephone and radio systems.
8. Must pass pre-employment criminal records check & background check.
