City of DeLand120 South Florida AvenueDeLand, FL 32720Phone: (386) ###-####POLICE COMMUNITY SERVICE AIDE/ PARKING ENFORCEMENT Department: 126/Police Support Exempt: No Reports To: Special Operations Sergeant Pay $18.47 hourly Position Type: Full Time Hours: 40 Hours/weekJob Summary:This position is responsible for representing the Police Department in conducting daily interactions with citizens and business owners in Downtown DeLand. This position enforces City regulations pertaining to the parking of motor vehicles. The employee monitors parking areas and issues parking citations. The duties require some independent judgment and necessitate tact in dealing with the public.Job Description:DUTIES & RESPONSIBILITIES
  • Serves as Department representative in the community; specifically, in downtown DeLand.
  • Provides resources and referral information to the community.
  • Accesses input and retrieves information from a computer.
  • Visually inspects all parking areas.
  • Issues parking tickets.
  • Installs Denver Boot (Immobilization Device) on vehicle with numerous outstanding citations.
  • Reports any safety concerns or hazard conditions to supervisor.
  • Appears before Volusia County Judge or infraction hearing officer to testify.

  • High school diploma or general education degree (GED) from an U.S. Department of Education accredited institution is required.
  • The completion of training program approved by the Criminal Justice Standards and Training Commission for parking specialists is required.
  • Some public contact experience is desired.
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.
LICENSES AND SPECIAL REQUIREMENTS
  • State certification is arranged and paid by the City of DeLand.
  • Possession of a valid Florida driver's license and an acceptable driving record is required.
LANGUAGE SKILLS
  • Ability to effectively, clearly and distinctly communicate verbally and in writing.
  • Ability to prepare clear and comprehensive reports as well as written and oral instructions.
  • Ability to establish and maintain effective working relationships with City employees, City officials, other agency officials, public groups and the general public.
  • Ability to develop and maintain good personal relationship with other employees and the public.
  • Must be able to speak and deal directly with the public in a firm and courteously manner, and be able to communicate under times of emergencies.
REASONING ABILITY
  • Ability to follow and apply common sense understanding, to carry out instructions furnished in written and oral form.
  • Ability to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.
  • Exceptionally good judgment.
OTHER SKILLS AND ABILITIES:
  • Keen sense of observation and ability to remember names, faces and details.
  • Good physical condition.
  • Minimum computer skills with use of a PDA device and clerical/administrative skills.
  • Ability to quickly learn, retain and utilize the methods and techniques required in assigned and general areas of responsibility.
  • Excellent knowledge of the geography of the City of DeLand and surrounding communities.
  • Effective time manger and the ability to work with minimum supervision.
  • Dependability and excellent moral character are essential.
WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee will be required to walk 8-10 miles per day and approximately 40 hours/week. Work involved includes standing, kneeling, bending, stooping, or driving.
