GENERAL PURPOSE

To fulfill the essential job functions and tasks of a municipal police officer. To patrol the City of Killeen, enforcing laws and responding to calls for service. To conduct investigations into allegations of criminal activity as well as in-view offenses and events. To promote traffic safety. To complete all necessary initial and required incumbent training. To recruit, help hire, and train additional police department personnel.

NOTE:A $15,000 sign-on incentive will be offered to TCOLE licensed Peace Officers. Applicants with prior police service in a city, county, or state law enforcement agency may be eligible to receive a salary higher than entry level. This classification is used to qualify and train candidates to fill police officer positions. Participates in qualifying training programs, learning through classroom instruction, on-the-job training in basic police procedures, techniques and laws required to perform the duties of a police officer.

SPECIAL INSTRUCTIONS:

To ensure eligibility as a Texas Peace Officer, individuals not already licensed must undergo a recruit-training course at the police academy. This comprehensive program includes classroom and field instruction, covering fundamental police procedures, techniques, and laws.

For licensed Texas peace officers, participation in the recruit-training course might be required, contingent on their level of experience.

Following the successful completion of the police academy training, the field training process commences. As a newly commissioned sworn officer, the employee undergoes on-the-job training and gains valuable experience under the direct supervision of an experienced training officer.

Essential Duties

Receives training as a two-person team in patrol techniques using a marked police car observing and assisting experienced officers in responding to calls for service.

Demonstrates proficiency in these techniques as a single officer response unit, coordinating backup when necessary.

Receives training in basic investigations and making arrests, searches and evidentiary seizures of property.

Demonstrates proficiency in these investigations/arrests.

Serves ranges of calls for service for which police services are required include (but are not limited to) burglary, theft, murder, sexual assault, welfare concerns, and domestic disturbances.

Receives training in and ultimately demonstrates proficiency in traffic law enforcement, crash investigation and reporting, citing and occasionally arresting traffic violators, and promoting transportation safety in accordance with state and local laws.

Performs all essential job functions and tasks of a police officer, as required by assignment, under the direction and supervision of a Field Training Instructor or supervisor.

Demonstrates ability to independently perform all essential job functions and tasks of a police officer.

Demonstrates and maintains the ability to walk, run, jump or dodge obstacles, climb stairs, fences in pursuit of fleeing suspects.

Demonstrates and maintains the ability to lift, drag, push or pull people or objects, and the ability to use restraining devices and hands/feet for self-defense.

Demonstrates and maintains required level of proficiency or certification in those job responsibilities, duties, or tasks where standards are formally defined or required.

Serves as a member of various employee committees.

Performs other duties as assigned.

Required Minimum Qualifications

REQUIRED MINIMUM QUALIFICATIONS:

Education and Experience:

* Graduation from high school or equivalent

SPECIAL REQUIREMENTS:

* Must be at least twenty-one (21) years of age by the start of the next scheduled Basic Peace Officer Course.

* Must meet applicable Civil Service Requirements (Texas Local Government Code Chapter 143).

* Must successfully complete the entry-level police examination.

* Must maintain a minimum uncorrected vision of 20/100 in each eye, corrected to 20/20 in each eye, with normal color vision.

* Must meet all minimum employment requirements.

* Must meet City of Killeen response time requirements.

* Must possess a valid Texas Driver's License by date of hire.

* Must successfully meet the department's physical readiness battery standards for applicants.

* Must successfully meet and maintain the department's physical standards upon completion of the Basic Police Officer Academy.

* Must be able to meet all licensing requirements of the Texas Commission on Law Enforcement (TCOLE).

* Must be of good moral character.

* Must successfully complete a polygraph examination, physical examination and psychological test and such other job content related tests that may be

administered during the hiring process.

* Must submit to a thorough, comprehensive background investigation and be interviewed by an Oral Interview Board prior to appointment.

CRITICAL PHYSICAL DUTIES AND RESPONSIBILITIES:

(A) Execute foot pursuits that may include the following tasks:

* Sprint up to 100 yards

* Run for sustained periods of time up to 5 minutes

* Run up and down stairs, typically two flights

* Dodge around obstacles

* Crawl up to 15 feet under obstacles

* Jump and vault over obstacles up to four feet high

* Climb fences up to six feet high

(B) Perform lifting and carrying tasks:

* Lift light (under 25 pounds), moderate (25-100 pounds) and heavy (over 100 pounds) objects such as equipment

* Carry those objects up to 50 feet

(C) Perform dragging movements such as:

* Extract victims from vehicles

* Drag objects weighing up to 100 pounds, and suspects or victims up to 200 pounds, up to 20 feet

(D) Perform pushing and pulling activities such:

* Push objects weighing up to 200 pounds up to 20 feet

* Pull objects weighing up to 200 pounds up to 25 feet

* Push vehicles up to 50 feet

(E) Be capable of using force:

* By pushing and pulling in self-defense situations for periods of time typically lasting up to 90 seconds

* Less frequently, use force by pushing and pulling in self-defense situations for sustained periods of time greater than 2 minutes

* Restrain suspects typically weighing 180 pounds using hands, feet, and restraining devices

(F) Perform range of motion activities including the following:

* Bend to get in and out of vehicles

* Bend and twist in use of force situations

PHYSICAL ABILITIES:

Officers in the Killeen Police Department must possess the following physical capabilities to perform essential, job-related tasks:

(A) Aerobic power or cardiovascular endurance for foot pursuits and use of force situations lasting more than two minutes.

(B) Anaerobic power for shorter foot pursuits and other tasks requiring intense efforts of short duration.

(C) Upper body muscular endurance for carrying, surmounting obstacles and use of force.

(D) Upper body absolute strength for lifting, pushing, pulling, dragging, carrying and use of force.

(E) Lower body explosive power for sprinting, jumping, climbing stairs, vaulting and pushing vehicles.

(F) Agility for moving quickly around objects and obstacles in pursuit situations.

The employee is periodically exposed to persons who represent a danger to health and life.
