The purpose of this position is to coordinate and supervise the daily activities of the Records and Property/Evidence Units. This is accomplished by coordinating the custody and control of police documents, creating and maintaining reports and records, responding to requests for records, and conducting audits. Other duties may include acting as the departments Custodian of Records and interfacing with other City employees and citizens. This position provides direction to other employees.

* Serves as Custodian of Records for the Allen Police Department by overseeing police records management, ensuring accurate and timely documentation, responding to subpoenas, providing information for open records requests in compliance with the law, appearing in court for criminal and civil cases, and consulting legal counsel as needed.
* Supervises and assists with departmental file and records management by preparing, organizing, and retrieving documents, coordinating document destruction, ensuring compliance with Texas retention policies, and processing various documentation including reports, time sheets, open records requests, and background checks.
* Coordinates and ensures timely submission of required reports by creating and maintaining a schedule, submitting reports electronically or in hard copy, providing updates to relevant agencies, and preparing monthly crime data reports, including National Incident-Based Reporting System (NIBRS) and Law Enforcement Officer Killed or Assaulted (LEOKA) reports, as required by the State of Texas.
* Manages the sex offender registry by registering individuals, maintaining accurate information, and making this information available to the public.
* Processes restricted access orders by flagging cases involving juveniles or deferred adjudication, managing documentation, and ensuring compliance with legal requirements within established deadlines.
* Develops and conducts division and department training programs regarding records management.
* Maintains comprehensive, current knowledge of applicable laws/regulations by maintaining awareness of new trends and advances in profession, reading professional literature, and attending workshops and training as appropriate.
* Manages financial transactions, clerical support, and customer service by receiving payments, maintaining a cash drawer, recording transactions, issuing receipts, and overseeing inventory by tracking materials and initiating replacement orders. Provides general office support by answering calls, processing mail, making copies, notarizing documents, and offering backup coverage. Ensures customer satisfaction by addressing inquiries in person or by phone and offering solutions to common issues. Operates office and computer equipment, utilizing software for word processing, databases, and data backups, while performing routine maintenance as needed.
* Coordinates employee records, schedules, and training by processing time sheets, developing work schedules, and ensuring adequate coverage for daily operations. Communicates effectively with stakeholders, including department staff, law enforcement agencies, and the public, to coordinate activities, exchange information, and resolve issues. Provides training and support to new records personnel, conducting onboarding and ensuring adherence to department policies.
* Complies with all City policies and procedures and adheres to a consistent work schedule in accordance with attendance policies.
* Performs other duties as assigned to support the efficient operation of the Allen Police Department's Records Division.
Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:
* Associate's degree (or 60 credit hours) plus two (2) years of relevant work experience, with at least one (1) year in a supervisory capacity.
Other combinations of education and experience may be considered.
Special Requirements
* Valid Texas Class C Driver's License
* Notary Public License required or the ability to obtain within six (6) months of employment
* Certification in Records Management preferred
* Must be able to pass required pre-employment screenings, CJIS and fingerprint check, and have the ability to comply with state and federal requirements for Criminal Justice Information Security standards.
