POSITION SUMMARY:
This position includes supervision of staff within the Information Management Division, including employees completing tasks assigned to the Body Worn Camera (BWC) Section, Public Information Act Section. This position would perform specialized duties involved in the administration, maintenance, and dissemination of sensitive departmental records. Must apply extensive knowledge of the Maryland Public Information Act (PIA), Freedom of Information Act (FOIA), other applicable laws to manage requests for video evidence, and other criminal justice records. Ensures body worn camera recordings are stored, maintained and disseminated in compliance to department policy and applicable law. Delegates and monitors job assignments to ensure the smooth operation of the Body Worn Camera Section; executes a variety of tasks associated with standardized record management principles, legal deadlines, state compliance of record retention, public record release, and the management of information management systems and programs.

$32.95 - $40.63 Hourly

CLASS DESCRIPTION:
Performs intermediate professional level investigative support work which may include supervisory responsibility. Work may include chemical testing, analysis and determination of unknown substances in support of criminal investigations; analysis of traffic and criminal intelligence information; preparing, giving and interpreting polygraph examinations. May testify as an expert witness.

Directly supervises employees in the Police Information Management Division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Supervisory responsibilities include interviewing and training employees; managing leave and overtime; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Manage Maryland Public Information Act (PIA) and Freedom of Information Act (FOIA) requests; ensure timely identification, redaction and release of Body Worn Camera, and other criminal justice records. Direct staff responsible for the collection, categorization, redaction, release, and retention of criminal justice records.
Prepare comprehensive statistical products/reports. Manage daily operations and conduct quality control checks, utilizing hands on review, and programmatic research for the purpose of ensuring that tasks are performed accurately and timely. Maintain records management security protocol, and confidentiality. Complete, assign, and facilitate various record management processes and ensure accurate and complete resolution of tasks. Assist subordinates with problem solving strategies.
Coordinate the Processing of subpoena and state's attorney's office requests for police department records, inclusive of video and audio recordings within the specified timeframe to meet the court deadline.
Ensure compliance with court orders of expungement; ensure all associated records are purged from the police department files.
Evaluates office procedures and recommends changes; implements approved policy and procedure changes. Provide oral briefings and presentations.
Answers inquiries; explains regulations, procedures, policies, applicable laws and similar items. Maintain positive and productive professional contact with supervisory personnel, counterparts, the public, and agencies associated with the criminal justice system.
Maintain the confidentiality and integrity of sensitive information during the course of supporting devices, systems, and applications. Coordinate and closely monitor contracts and agreements with the hardware/software vendor as they pertain to the Body Worn Camera Section. Perform Administrator duties within software products. Research and make recommendations concerning computer hardware, software options to satisfy organizational needs.
Review incoming correspondence and prepare appropriate replies to a variety of inquiries; receives, investigates and resolves complaints as necessary.Bachelor's Degree and one year of related experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Demonstrated research capabilities, verbal, and written communication skills, and the ability to plan, organize, prioritize and coordinate work assignments of subordinate employees. Candidates should have a strong understanding of law enforcement procedures, Public Safety Records Management Systems, FOIA, MD PIA laws, regulations regarding electronic records, protections applied to personal identifying information (PII), COMAR regulations, and other record/data release laws and regulations.
Proven capability to make sound analytical assessments, and decisions. Experience in the utilization of innovative strategies to implement technological advances, monitor changes to the technology environment as it pertains to Body Worn Camera, FOIA, and PIA tracking. An understanding of hardware and software components and their connectivity to data networks, and electronic storage. Ideal candidate should have a high level of organizational skills; must be able to prioritize and accomplish assignments/tasks on schedule; work independently to resolve issues; work effectively in a team environment; and have excellent interpersonal and communication skills; be able to understand and explain technical programs, and legal application to the criminal justice records. Has excellent oral and written communication skills.
Ability to review policies, procedures, methods, and goals relative to Body Worn Camera Section; formulate, recommend and/or implement actions for improvement.
Must obtain and maintain NCIC/METERS CN1 Certification.
