Job Description:

This position is part of the Grid Strategy Department which manages LUMAs efforts to recover from major disasters or emergencies. This position supports all phases of these efforts to ensure the work complies and conforms to federal and local laws, particularly those that authorize the Federal Emergency Management Agency (FEMA) to provide disaster assistance. This position will support the formulation of disaster repair and mitigation projects, formation and amendment of contracts, and engagement with federal agencies.

Job Description:

  • Work as part of the Grid Strategy team in formulating projects related to all aspects of disaster recovery.
  • Ensure that documents, including scopes of work, contract requisitions and responses to questions, submitted to FEMA and other federal funding agencies are in alignment with federal policy and LUMA's goals and objectives.
  • Lead a team that:
  • Engages with technical teams, federal agencies – such as FEMA -- and others in developing a strategy to repair or replace electric infrastructure damaged by natural disasters.
  • Reviews and research relevant laws and regulations, specifically FEMA regulations and policies, and develops strategies to ensure LUMA complies with federal and local laws and guidelines.
  • Review and validate internal memoranda (including legal memoranda) to be submitted to LUMA leadership on matters guiding LUMA strategy for repairing and replacing damaged infrastructure.
  • Establish and maintain relationships with internal and external stakeholders to inform policy development and achieve policy objectives.
  • Perform other duties as assigned.
  • Follow all policies and procedures.
  • Perform major storm restoration work and associated drills as assigned or needed.

Education and experience:

  • Bachelor's degree in Political Science, Economics, Engineering, Business/Public Administration or related field. Master's degree in any of the aforementioned disciplines, Public Policy, or other related discipline, or a Juris Doctorate is preferred.
  • Eight to ten (8-10) years of professional experience in Federal funding, legal work, public policy, or other related topics; or an equivalent combination of graduate education and experience.
  • Excellent organizational, communication, interpersonal, and leadership skills.
  • Demonstrated ability to work collaboratively with diverse teams and stakeholders, engaging their input and commitment to success.
  • Strong skills in the use of Microsoft Office applications (Word, Excel, Outlook, PowerPoint).
  • Fluent in Spanish and English with the ability to read, write and speak is preferred.
  • Strong communication skills (both verbal and written) with all members of the organization.
  • Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, collaboration with various stakeholders, and communication of complex topics.
  • Ability to work under pressure.
