Job Responsibilities
  • Conduct assessment to identify and prioritise reform agenda both related to trade and investment of the targeted sectors.
  • Follow and facilitate mobilisation of financial assistance (MOICS).
  • Support the management of Steering Committee meetings.
  • Undertake rapid assessment of reform priorities via existing literature and consultation and reaffirm reform prioritisation.
  • Coordinate with technical team to identify sector/sub-sector specific policy, regulatory, and administrative procedural reform requirements.
  • Consult within the private sector and subsequently with the respective GoN agency and other stakeholders to prioritise and validate reform agenda.
  • Facilitate discussions of reform agenda through meetings, workshops, public private dialogues. Coordinate and support key stakeholder agencies in their ongoing initiatives (PPDs, seminars, events) regarding policy advocacy in line with project objectives.
  • Support and advise key stakeholders to adopt transparent practices in the policy reform initiatives, conduct issue-specific political, economic analysis, gender and social inclusion analysis among others.
  • Coordinate with MEL Manager to prepare reform monitoring tools and identify and support the private sector stakeholder to adopt an online system to keep track of the progress of reform agenda in a transparent and inclusive manner.
  • Coordinate with government agencies to bring them on-board regarding the respective reform requirements.
  • Work with civil society organisations and other stakeholders to receive feedback in the policy reform initiatives of the project.
  • Line Management of one BERF Officer.
  • Any other tasks that may be assigned to the Policy and Business Enabling Reform Manager.
  • Job Specification
  • Master's degree required, degree in economics, finance, public policy, business administration, law or related field.
  • 5 years of professional work experience related to policy reforms and advocacy, investment climate and business climate reforms, research on economic issues.
  • Experience working with government agencies and private sector umbrella organisations.
  • Sound understanding of the private sector (market, stakeholders, and policy regulations) in Nepal.
  • Experience in implementing donor-funded projects (preferably with FCDO).
  • Prior knowledge about reform requirements in sectors such as agriculture, tourism and digital services preferred.
  • Knowledge about investment processes and procedures, tariff and non-tariff barriers to trade, export procedure is preferred.
  • Strong interpersonal, written, oral communication, and presentation skills in the Nepali and English language.
