Description The Port Captain directly interfaces with the tug and barge fleet to ensure its compliance with company policies, customer audits, and compliance with regulatory and government procedures/inspections. The Port Captain will coordinate with Operations, HSEQ and Engineering to manage and improve vessel operations and utilization, conduct tug management inspections, attend SIRE inspections, and conduct evaluations and navigation assessments of crewmembers via direct observations on board, develop marine operations and cost control programs for vessels. Frequently required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.Full-Time/Part-Time Full-Time Position Port Captain Exempt/Non-Exempt Exempt Position Requirements Education and Experience
- 5+ years at sea as Master on tugboats, tankers or oil barges or equivalent military experience
- 4-year college education in Maritime or related studies or equivalent experience preferred
- Extensive knowledge of the tugboat, ship assist operations and oil transportation industry
- Previous experience with ATB vessels preferred but not required
- Valid U.S. Coast Guard Master's license on offshore towboats preferred, 200T Minimum/Master of Towing Endorsement
Requirements
- Knowledge of principles, procedures, and compliance requirements for the operation of a Jones-Act-compliant maritime transportation company in the business of transporting petrochemicals, renewable fuels and other energy products.
- Knowledge of applicable laws, legal codes, government regulations, executive orders, and agency rules, including U.S. Coast Guard rules and regulations.
- Must be thoroughly familiar with ATBs, ship assist and terminal/refinery operations.
- Must be capable of making decisions and giving directions to facilitate prompt service delivery and physically fit enough to board barges and tugs at sea and in port.
- Knowledge of tug and barge maintenance systems and equipment.
- Have and maintain valid State drivers' license and TWIC.
- Valid STCW Certificate of Competence.
- Complete a 24-hour HAZWOPER course (including Incident Command System) training within 90 days of being hired.
- Must be willing and able to work a flexible schedule - may be required to work some weekends, early mornings, or late evenings including overnight stays on the vessel as needed in order to maintain continuous operations.
- Travel throughout the Gulf of Mexico region to various ports of call to support with vessel operations regarding maintenance and operational requirements.
- Maintain the confidentiality of all sensitive information and communications.
- Ability to get along with and work with shoreside staff and crewmembers using courtesy and tact.
- Ability to understand and execute complex oral and written instructions.
- Ability to work independently with minimal or no guidance.
- Authorized to work in the U.S., no visa sponsorship at this time.
- Ability to read, speak, write type, and understand English.
Primary Job Duties & Responsibilities
- Directly manage ATB unit Masters and uphold overall responsibility for daily functioning of combined units.
- Oversee, supervise, and consult on all vessel crewing functions and processes.
- Oversee vessel crew operations including but not limited to: recruitment, performance evaluations, navigational assessments, personnel audits, training and professional skill development of marine personnel
- Generate weekly operations reports and review barge load plans.
- Ensure accident and spill-free operations.
- Provide prompt and appropriate responses to operational scenarios.
- Ensure adherence to State and Federal regulations by vessels and crews.
- Monitor compliance with Company policies, including Safety Management System (SMS).
- Oversee compliance with the company safety program.
- Keep track of the safety record of vessels and crew.
- Conduct Management Vessel Inspections focusing on repair and maintenance standards and procedures.
- Manage SIRE/TMSA audits including scheduling, coordination, and supervision in line with OCIMF guidelines.
- Perform inspections focusing on repair and maintenance standards and procedures of vessels.
- Initiate investigations into damages or injuries, coordinating with HSEQ and other relevant parties.
- Participate in the company Spill Management team as assigned.
- Aid in new project development, liaising with vendors, customers, and Company executives.
- Regular interface with customers, vendors, and crewmembers.
- Develop company operating procedures and acceptance by vetting.
- Develop and administer operating and cost control procedures for company vessels.
- Perform other related responsibilities as assigned.
