Non Instructional/Support Services - Position - Other Job Number 460####### Start Date Open Date 07/02/2024 Closing Date 11/24/2024 General Definition of Work The portfolio manager of capital planning and real estate, under general supervision, is responsible for the delivery of property and facilities support services for the district through engagement and collaboration. This position will ensure quality relationships and the delivery of exceptional customer service to all stakeholders while acting as an advocate for and liaison to district staff and students. Salary/Status Pay Grade 08/Full-time, 12 months Reports To Director, Capital Planning & Real Estate Place of Work The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time. Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Collaborate with site leadership to coordinate support on various issues related to projects, property, and facility management as well as the operations of each site
- Provide property and facilities related expertise as part of a cross-functional team to ensure that district sites are operating safely, effectively, efficiently, and in compliance with federal, state, and local laws and regulations
- Support the development, implementation, and testing of Emergency Action Plans for non-school facilities
- Engage staff regarding concerns and follow up on open work orders
- Assist in ensuring delivery, turnover, and intended operation of projects
- Assist with fire drills and inspections as well as engaging in the development and maintenance of a district risk management and mitigation strategy
- Assist in conducting annual portables assessments, water sampling, and other activities related to the healthy and safe operation of schools and administrative facilities
- Assist in the conduct of periodic health and safety risk assessments, identify potential areas of risk, and support corrective action plans
- Respond to and assist with managing emergency responses (24/7) as directed to avoid interruption to the education mission of the district
- Follow up on open items and community concerns
- Participate in the effective adoption of performance metrics and analytical tools that effectively measure the operations of the facilities and generate associated reports
- Create presentations and reports to support processes, procedures, and facilities operations and requests for funding
- Serve as liaison for projects generated outside of the district such as PTA/PTSA/PTO projects, and donated projects
- Coordinate rights of entry and other paperwork as necessary
- Collaborate regarding activities and scheduling of joint, extended, and community use partners including attending meetings as required by in-force agreements
- Collaborate on utility usage and environmental stewardship efforts
- Serve as a point of contact for utility providers, City of Charlotte and town code enforcement, and Mecklenburg County Board of Elections
- Document expenses associated with the operation of The Charlotte-Mecklenburg Government Center including parking and validation
- Participate in construction management processes including plan reviews, construction progress meetings, closeout processes, building commissioning, and resolution of warranty issues
- Assist with district compliance and mandated building codes, OSHA, health and safety standards, and state or federal laws
- Perform related work as assigned or required

Education and Experience
- Bachelor's degree in a related field required
- Minimum of three (3) years related experience required
- Equivalent combination of experience and education
