This position will work in a team environment to provide university-wide mission critical mail and postal services, satisfying all customer needs and to perform all duties and tasks associated with the University Postal Service operation.

In this role you will plan and manage incoming and outgoing mail operations and services while ensuring customer satisfaction and maintaining compliance with all relevant regulations, guidelines, and postal standards.

This position is responsible for all aspects of incoming and outgoing mail, which includes Priority, Express, Certified, delivery confirmation, insured, media, library, and international mailings that are processed on a daily, Campus-wide basis.

Duties and Responsibilities

Duty/Responsibility

* Responsible for the pick-up and delivery of general and accountable mail and packages from local USPS, as well as signing for packages/mail requiring an adult signature (age 21 by USPS rules)

* Maintains mail flow for the entire institution through campus mail, U.S. mail, registered mail, priority mail, bulk mail, 2nd class mail, certified mail, insured mail, international mail, express mail, and third party express mail and parcel services (e.g. UPS, FedEx), by employing automated tracking systems and receiving, sorting, logging, checking security, receiving and delivering, in a timely fashion, all types and classes of mail according to established procedures and federal, state and local regulations.

* Provides on demand customer service for all Concord students, faculty and staff by receiving, weighing, metering, checking security, sorting, maintaining records, and accurately distributing and forwarding all classes of mail, including campus mail, U.S. mail of all classes, and third party express mail and parcels, to the proper campus locations and individual student mail boxes where applicable.

* Supervise temporary personnel and work study students, including hiring, training, scheduling, work allocation, performance evaluation, problem resolution, and firing if necessary

* Maintain a self-created computer directory that lists faculty, staff and students

* Continuously cross-trains on all Postal Service work stations and actively train students, temporary workers, co-workers and new hires.

* Maintains and expands job knowledge by using training materials, attending educational workshops and cross-training in specific tasks of all team members.

* Assures quality customer service by following procedures, enforcing best business practices, documenting events, making suggestions for improvements, communicating with coworkers, and asking for customer feedback.

* Respond to inquiries, research as necessary, and resolve problems related to transactions handled by this office. Will act as a liaison with other postal vendors (UPS, FedEx, etc.) if needed

* Provides on demand customer service for all departments by processing all outgoing classes of metered mail, verifying departmental postage account numbers, affixing proper postage, accurately recording postage transactions, and proficiently operating automated mailing equipment and mail accounting systems.

* Manage the retention and disposition of USPS records in accordance to federal laws, university policy and procedures

* Maintain cash and postage inventory as set forth by the State. Responsible for any increases that may occur within set inventory and reconciliation of all accounts

* Safeguard student, faculty and staff information and keep accurate records pertaining to all

* Utilize good communication skills and maintain a professional relationship with students, faculty, staff and the public

* Work in conjunction with local USPS to ensure that accountable mail (certified, delivery confirmation, insured, etc.) is signed for by this office and is documented once is arrives at the physical location on campus, and is signed for again by the recipient.

* This office is responsible for the security of confidential and monetary mailings, on and off campus.

* Perform mail forwarding, address corrections, and job related details as needed

* Utilization of Banner

* Continuous training and supervision of personnel (assistant and work study students)

* Maintain an understanding of contracts as they pertain to Mail Office

* Other duties as assigned

% of Time 15 Duty/Responsibility

* Keep current and updated on USPS Postal regulations along with the Pitney Bowes mailing system. Be proactive in looking for ways to save Concord University money

* Maintain a friendly, courteous and professional looking front office and window

* Maintain a proper inventory of supplies

* Maintain a clean and safe work environment

* Maintain a good working relationship with local USPS

* Maintain timely email communication with students, faculty, staff and vendors

* Develop procedures to increase efficiency and minimize liability

* Maintain strong communication with the Student Center Office, and work out logistical challenges in an effective and timely manner

* Report Mail Car issues in a timely manner

* Utilize up-to-date records that include streamlined processes to make delivery accurate and efficient

* Develop and maintain a forwarding system that incorporates Banner, email, and office files.

* Identify problems and educate regularly regarding mail service, adjustments in office and delivery schedule, package tracking.

* Work with Student Center Director to identify incorrect recipient, utilizing camera systems, tracking system, and receipt system, while documenting the process.

* Educate workers in methods to ensure accuracy at all times

Education/Knowledge

Minimum Education Associate's Required Licenses/Certification

Valid Driver's License required

* Post Office mail pick-up requires use of State Vehicle

Bachelor's degree preferred

Required Skills

* Knowledge of USPS regulations

* Knowledge of US Postal, International, and Commercial shipping methods and procedures

* Ability to supervise and train personnel and work study students, creating a cooperative work environment

* Basic use of computers and predetermined campus programs (Banner, Pitney Bowes postal meter, Outlook)

* Basic retail and ordering skills (postage, Pitney Bowes meter supplies, USPS packaging supplies, mailing forms, etc.)

* Ability to communicate and delegate effectively, both orally and in written/electronic communication

* Ability to maintain office budget as set forth by the State of WV and Concord University

* Basic record keeping, which includes but is not limited to: opening and closing campus boxes, forwarding mail, package tracking, etc.

* Demonstrated customer skills and the ability to interact with personnel both inside and outside the Concord community.
