Pre-Award Administrator - Office of Research and Sponsored Programs Hiring Department The University of Texas Permian Basin's Office of Research and Sponsored Programs welcomes applications forthe position of Pre-award Administrator Salary Range $70,000.00 depending on qualifications Remote work will be considered as an option for this position Essential Functions In collaboration with the Associate Vice President for Research and Dean of Graduate Studies, the Pre-Award Grant Administrator (PAGA) will work with faculty, PIs, and department Administrators to provide pre-award grants management. The primary role of this position is the submission of accurate, timely, and compliant grant applications for the university community. This position provides direct support to Principal Investigators seeking funding through a variety of federal agencies and non-federal organizations. Areas of responsibility include proactive identification of funding sources, proposal development, routing, and submission, contract negotiation, sub-award issuance, and non-financial post-award administration.
In collaboration with AVPR, work with Faculty PIs and Administrators to review, prepare and submit grant proposals, within strict timelines and guidelines, to various funding agencies, including Industry, Federal, State, and local entities and Foundations. Validates proposal submissions for accuracy and completeness. Reviews agency requirements and deadlines and working with relevant department personnel to establish timelines for proposal submissions. Performs tailored funding searches and leads faculty and staff in the identification of relevant funding opportunities. Creates budget models that fit within parameters of project budget and expectations. Prepares large-scale, multi-disciplinary/multi-institutional proposals and collaborates with external stakeholders during the proposal submission process. Provide workshops and other outreach to UTPB faculty and staff on ORSP services, application processes, agency program requirements, and funding opportunity resources. Develop templates and other resources for investigators to support the proposal development and submission process. Coordinate with collaborators to facilitate multi-institutional or multi-disciplinary proposals. Assists the AVPR in creating and providing training/workshops to PIs and research personnel. Helps maintain office data information systems by contributing and regularly updating ORSP Worklog regarding faculty proposals in progress, submissions, and awards. Maintains information about faculty consultations. Writes summaries of faculty grant awards as requested for use on the Grants Office website and Marketing/Communications and university leaders. Manages the portfolio of internal grant offerings. Develops annual calendar, posts RFPs, tracks applications and awards, including those for faculty conference travel. Prepares, reviews, and tracks all grant accounting transactions, prepares all relevant fiscal reports for sponsored programs, and ensures timely and accurate submission on behalf of UTPB to meet federal and university requirements. Serves on committees as assigned by the AVP Research. Liaison with regulatory compliance committees and preparing reports for funding agencies. Performs other duties as assigned. Assist with internal faculty and student research opportunities, including internal research grant support. Required Qualifications Bachelor's degree and at least 5 years of pre-award grant submission experience in an academic grant-funded research environment .* Familiarity with a broad spectrum of granting agencies, foundations, and industry sponsors. Experience submitting proposals through grants.gov. Excellent communication (both verbal and written) and interpersonal skills. Excellent computer skills, particularly Microsoft Excel and Word. *Equivalent combination of education and experience may be considered Preferred Qualifications Prior university experience in the management of research projects and funding Experience with PeopleSoft, RMS, HRMS, FRMS, Grants.gov, and research.gov is strongly desired. Advanced knowledge of pre-award functions typical of a PUI highly desirable. Impeccable written and oral communication skills with strong attention to detail. Strong understanding and application of OMB's Uniform Guidance 2 CFR 200. Proficiency with MS Office Suite software, especially Word and Excel. Knowledge of PIVOT funding databases Excellent analytical, problem-solving and communication skills. Strong leadership, facilitation, presentation, and planning skills. Works independently and as a team member; exercises logic, discretion, professionalism, and good judgement. Flexibility for occasional overnight travel for professional development/conferences. Willingness to learn and pursue university-funded training on federal and private grants, grant policies, and pre-award grant administration, and to learn university information systems and tools. Schedule Generally, the normal work hours for the university are Monday through Thursday, 7:30 - 5:30 pm; Friday, 8:00 am - 12:00 pm with a one-hour lunch. The individual holding this position may need to be available early morning, evening, and on weekends to meet the needs of the department. Hours worked may differ with some departments. Standard Working Conditions 1. Able to lift various materials up to 25 pounds on an occasional basis. 2. Able to bend, crouch, and reach continuously. 3. Physically able remain seated, frequently to continuously. 4. Able to remain standing up to 15% of the time. 5.
