Position Overview

As the Pre-Construction Entitlement Manager, you will be the driving force behind the successful acquisition of entitlements for our retail development projects. From zoning approvals to land use permits, you'll navigate the complex regulatory landscape with precision and expertise, ensuring our projects meet all legal and regulatory requirements while maximizing their potential for success.

Essential Functions (Other Duties as Assigned)

Development Phase:

  • Assist the deal maker during this phase
  • Develop and/or Review Concept Site Plans
  • Review Site Investigation Reports
  • Develop preliminary project schedules and budgets
  • Review LOI, PSA or Lease Agreements with Deal Makers for Entitlement and Construction related deliverables
  • Assist with Rel Estate Committee presentation packages

Entitlement & Permitting Phase:

  • Provide leadership throughout this phase for retail development projects from start to finish, including zoning changes, land use permits, environmental approvals, and all Construction Permits
  • Ensure compliance with budget and timeline throughout this phase of a project
  • Collaborate with internal teams, external consultants, and government agencies to secure necessary approvals and permits promptly.
  • Develop and maintain relationships with key stakeholders, including local government officials, community organizations, and regulatory agencies
  • Stay up-to-date on local zoning ordinances, land use regulations, and environmental laws that may impact retail development projects.
  • Ensure compliance with all legal and regulatory requirements throughout the entitlement process, mitigating risk and maximizing project viability.
  • Coordinate with internal and external teams to develop and implement entitlement strategies that align with project goals and objectives.
  • Manage project timelines, budgets, and resources to ensure timely and cost-effective entitlement acquisition.
  • Act as the primary point of contact for stakeholders involved in the entitlement process, providing regular updates and addressing any concerns or issues that may arise.
  • Foster positive relationships with community members, elected officials, and other stakeholders to build support for retail development projects.
  • Review Environmental Site Assessment & Geotechnical Reports
  • Review construction documents prior to their submission for permits
  • Review construction documents after governing agencies provide comments to the initial permit set
  • Work with the Construction Project Manager to update internal budgets after plan reviews
  • Coordinate with the Construction Project manager for smooth transition
  • Bid Activities, Pre-Con Meetings, Utility Service Agreements, Etc.

Construction Phase:

  • Assist the Construction Project Manager during this phase
  • Manage RFIs and change order requests as needed or requested by the Construction PM
  • Assist to complete project turnover and close-out documentation

Requirements (Education, Certifications, Knowledge, Skills, and Abilities):

Education

  • Bachelor's degree in Engineering, Architecture, Project Management, Construction Management or related field required

Experience

  • Bachelor's degree in architecture, civil engineering, construction management, or related field preferred.
  • Minimum 3 years of construction project management experience working as an owner's representative for real estate development company or retailer.
  • Proficiency in permitting and construction management.
  • Strong organizational and analytical skills.
  • Excellent communication and interpersonal abilities.
  • Strong dispute resolution skills.
  • Ability to handle confidential information with integrity.
  • Proficient in Microsoft Office suite, Microsoft Project, Smart Sheets and Excel.

Physical Requirements:

  • Extended periods of sitting: frequently required to stand and walk.
  • Frequently use hands to finger, handle or feel objects, tools or controls.
  • Must be able to talk and hear – in person, via computer (I.e., Teams meeting), and phone calls
  • Occasionally lift and/or move up to 15 pounds.
  • Specific vision ability required by this job includes close vision, distance vision, depth perception and the ability to adjust focus.
  • The work environment is typical of an office setting. The noise level is usually quiet.
  • Frequent travel by air and car may be required.
