Job Description:

Job Purpose: Preconstruction Manager is to act as a key leader in the entire work acquisition process, including management, coordination, and delivery of the preconstruction phases of the project and extensive client contact, including marketing and business development. This would be mostly for Heavy Civil Roadway and Development type projects

Roles, Duties, & Responsibilities:

  • Develop and engage direct subordinates.
  • Coordinate with the Operations Division Manager in developing the division strategy, vision, and business planning process.
  • Coordinate, manage, and supervise the work of subordinate preconstruction members and support staff.
  • Coordinate, manage, and supervise the work of marketing and business development staff.
  • Establish and maintain relationships with existing and new clients.
  • Facilitate go/no-go decisions for upcoming APDM projects.
  • Assign project team for APDM pursuits, with input from Operations Division Manager.
  • Oversee preparation of proposals and work with marketing specialist for new business and presentations to clients.
  • Attend and participate in business meetings, industry events, and conferences to promote firm in the markets we serve.
  • Develop and maintain leads, review lead sources, participate and help guide the identification of pursuit targets.
  • Participate in and assist with attracting, recruiting, developing and retaining top caliber talent.
  • Analyze cost models during the Design Development and/or bidding period.
  • Attend the preconstruction strategy meeting on the approach to the project or estimate.
  • Act as document reviewer and adviser for constructability and value analysis.
  • Provide monthly cost analysis for all active preconstruction assignments and manage the preconstruction department budgets.
  • Attend both plan and site reviews with project team to identify potential conflicts and investigates their status.
  • Approve overhead rate calculations used in preconstruction proposals and Guaranteed Maximum Price (GMP) packages.
  • Review preconstruction and construction contract language.
  • Confer with project personnel to provide technical advice and to resolve any problems.
  • Ensure compliance with all company policies in every phase of operation.
  • Adhere to all Hunter Contracting Co. safety policies and procedures. Communicates, advocates, and enforces all applicable safety policies and procedures with employees and subcontractor.
  • Perform other incidental and related duties as required and assigned.

  • Knowledgeable in construction equipment and governmental requirements.
  • Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, and drawings.
  • Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Ability to follow oral and written directions, plans, specifications, and contract documents.
  • Must have the ability to work long hours and some weekends and a willingness to assume a high level of responsibility.
  • Possesses a valid Drivers License with a clean driving record.

Education & Work Experience Guidelines:

  • B.A. or B.S. Degree in Construction or Civil Engineering; AND,
  • Minimum ten (10) years' construction experience, including supervisory skills; OR,
  • Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities as determined by the hiring manager.
