Job Description:

We are currently hiring a Prevailing Wage & Payroll Specialist in State College, Pennsylvania who will play a crucial role in ensuring employees are paid accurately and on time by following all applicable state and federal laws. You will also collaborate with customers and contractors to ensure adherence to prevailing wage regulations, including the Davis-Bacon and Related Acts (DBRA), review certified payrolls, and administer compliance activities to meet customer requirements.

To be successful, and in addition to having a strong prevailing wage and payroll background, you must have strong analytical skills and the ability to perform manipulation and analysis of large statistical data sets, have strong attention to detail with the ability to work with precision, and have strong interpersonal skills with the ability to work collaboratively with customers.

Additional Responsibilities:

* Ensures complete understanding and full administration of fringe benefits under DBRA.

* Maintains payroll information by collecting, calculating, and entering data.

* Updates payroll records by entering changes in exemptions, insurance coverage and other deductions.

* Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability and nontaxable wages.

* Resolves payroll discrepancies by collecting and analyzing information.

* Maintains employee confidence and protects payroll operations by keeping information confidential.

* Prepares daily, weekly and monthly payroll reports for company management.

Minimum Qualifications

* At least three years of prevailing wage and construction payroll experience

Preferred Qualifications (In addition to Minimum Qualifications)

* Associates or Bachelors Degree in Accounting

* Understanding of the Inflation Reduction Act and prevailing wage implications

Skills

* Strong understanding of all federal, state, and local tax laws

* Effective oral and written communication skills with the ability to work effectively and collaboratively with cross-functional teams, internally and with customers.

* High ethical standards with the ability to keep information confidential

* Strong ability to identify and solve problems to the root cause

* Strong Excel, computer, and data entry skills
