Job Description
Job SummaryConducts complex analytical work in support of Metro's Center of Excellence (IT Governance) which includes working with various business units in gathering, reviewing, and analyzing data and providing technical support in the development of data insights and reporting.
Duties and Responsibilities
- Collaborates with division, department, and countywide stakeholders to solicit, define, and manage data science projects from conception through implementation.
- Identifies and develops statements of business problems; conducts exploratory data analysis.
- Analyzes datasets to assess data quality, consistency, and compliance with regulatory requirements. Identifies anomalies, inconsistencies, and gaps that need to be remediated.
- Supports the lines of business with defining access controls and authorization policies to manage data access based on user roles, responsibilities, and permissions.
- Provides training and program awareness to educate employees on data governance principles, policies, and best practices, promoting a culture of data governance and accountability across the organization.
- Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out.
May be required to perform other related job duties.
Essential Knowledge, Skills and Abilities
- Theories, principles and practices of data analysis, data management, data quality standards, data classification.
- Understanding of Structured Query Language (SQL) and Procedural Language (PL/SQL).
- Applicable business software applications (data governance tools, PowerBI, Tableau).
Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
- Analyzing situations, identifying problems, implementing solutions, and evaluating outcomes.
- Communicating effectively orally and in writing.
- Interacting professionally with various levels of Metro employees and outside representatives.
- Exercising sound judgment and creativity in making decisions.

- Compile and analyze data.
- Handle confidential information.
- Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and agreements.

Minimum QualificationsA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
- Bachelor's Degree in Computer Science, Information Technology, Engineering or a related field.
Experience
- Two years of relevant experience in data analysis, data science, data quality.
- Experience with privacy laws such as CCPA, GDPR and privacy compliance.
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
