The Superintendent invites qualified and interested persons to apply for the position of Principal Fiscal Analyst in the Office of Budget.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
DEFINITION: Under direction of a supervisor develops, analyses, reviews, and coordinates the preparation, review and maintenance of the department budget; conducts other fiscal analyses; does other related duties. QUALIFICATIONS AND REQUIREMENTS
1. Graduation from an accredited college with a Bachelor's Degree
2. Three (3) years of experience in the collection, analysis, evaluation, and presentation of financial data used to provide an accurate accounting of administrative and operating costs, and the preparation of reports containing conclusions and recommendations for a private business or government agency.
Note: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for- year basis.
Note: A Master's degree in Business Administration, Public Administration, Accounting, or Finance may be substituted for one (1) year of the required experience.
3. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
BASIC FUNCTIONS AND RESPONSIBILITIES
1. Develops budget revenue and expenditure projections.
2. Reviews financial data and reporting systems.
3. Takes the lead in preparing fiscal and other reports containing findings, conclusions and recommendations.
4. Provides technical advice on fiscal matters and problems.
5. Provides guidance and instruction to staff.
6. Monitors the preparation, review and maintenance of budget.
7. Approves expenditures; authorizes payment of vouchers, orders and other transactions.
8. Allocates payment from various sources to appropriate accounts; approves transfer of monies
from accounts.
9. Reviews expenditures for compliance with budget policies.
10. Establishes and maintains budget records and files.
11. Utilizes financial software packages.
12. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
13. Perform other duties and tasks assigned by supervisor
KNOWLEDGE AND ABILITIES
1. Knowledge of the principles of cost and fund accounting.
2. Knowledge of the methods used to prepare, review, and maintain the budget.
3. Knowledge of financial projection and forecast methods.
4. Knowledge of the procedures for the transfer of appropriations.
5. Knowledge of the theory and principles of fiscal analysis.
6. Ability to read, and interpret laws, rules and regulations and apply them to specific situations.
7. Ability to provide technical instruction and assistance to subordinate staff.
8. Ability to provide advice on fiscal matters and problems.
9. Ability to establish and maintain fiscal and other records and files.
10. Ability to review, analyze and interpret financial records and statements.
11. Ability to prepare fiscal studies and reports containing findings, conclusions, and recommendations.
12. Ability to develop financial projections or forecasts.
13. Ability to analyze complex financial records.
14. Ability to calculate revenue and expenditure projections.
15. Ability to recognize discrepancies in financial data.
16. Ability to establish and maintain budgetary records and files for analytical, statistical, and administrative purposes.
17. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
18. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION
1. Salary Range: $81,887 - $103,421
2. Employment Period: Twelve (12) month
3. Union Affiliation: Local 32
