The County Executive's Office is seeking qualified applicants for this departmental promotional only recruitment for the position of Principal Management Analyst.
Under the direction of the County Chief Financial Officer, the Principal Management Analyst:
* Assists in the development and production of the County's $4.2 billion budget.
* Assists the County Chief Financial Officer with long range financial planning and Net County Cost management.
* Coordinates county-wide budget monitoring and preparation of regular financial performance reports.
* Performs budget analysis and development for assigned departments using the County's automated financial and budget systems.
* Oversees one or more of the following units with the Office: Contracts Administration, Finance and Payroll, Assessment Appeals, or Budget, Policy, and Performance.
* Supervises department staff, as assigned.
* Performs fiscal and policy analysis on issues impacting County departments.
* Makes well informed written and oral recommendations to the County decision makers.
Other duties include policy development, policy compliance reviews, program reviews, countywide studies, and special projects.
The Principal Management Analyst also carries Countywide responsibility for coordinating semi-annual performance reports to the County's Board of Supervisors, conducting continual training of departments on the use of performance data to effectively manage programs and services, and assisting the Deputy County Executives and the County Chief Financial Officer with the coordination of program reviews and research and implementation of Countywide administrative/fiscal improvements.
Success in the position requires the use of independent judgment and the application of extensive knowledge of government finances, and government programs and organizations in meeting a wide variety of complex problems involving continual public, intergovernmental, and interdepartmental relations.

Experience and Education: Any combination of experience and education that would likely provide the required knowledge, skills, and abilities is qualifying.
* Experience: A typical way to qualify is two years of professional experience performing a wide variety of administrative support duties.
* Education: A master's degree from an accredited college or university with major course work in public administration, public policy, business administration, finance or a closely related discipline is preferred.
Knowledge of:
* Advanced principles and practices of organizational analysis and human resource planning.
* Basic principles and practices of the County operations and its administration and organization.
* Advanced principles of financial administration, including public budgeting, forecasting, and reporting.
* Local and state legislative processes and the key players within those processes.
* Contract management.
* Principles of effective leadership and group facilitation skills/methods.
* Computer systems and applications as used within the County.
* Principles of personnel training, supervision, and evaluation.
Skill/Ability to:
* Direct and participate in advanced administrative and operational activities in the County Executive's Office.
* Coordinate section activities with other departments, programs, and/or outside agencies.
* Direct and participate in the analysis of a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations.
* Interpret policies, guidelines, and procedures.
* Develop recommendations and make decisions of considerable impact.
* Supervise, evaluate, and train assigned personnel.
* Communicate effectively both orally and in writing.
* Perform complex mathematical and statistical calculations accurately.
* Establish and maintain effective working relationships with those contacted in the performance of required duties.
* Effectively articulate the County's position on a wide range of legislative issues before state and local legislative committees and bodies.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental question. Candidates who pass the application screening will be invited to a panel interview (weight: 100).
Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
