Under the direction of the Agency Director, the sworn officer of the court primarily performs professional work as a member of the multi-disciplinary Recovery Court Team. The Recovery Court Program is a voluntary, therapeutic alternative to sentencing for adult offenders who are diagnosed with a substance use disorder. The incumbent will maintain supervision of a caseload of clients on probation according to agency policies and procedures and DCJS Standards and guidelines. Essential Duties
- Evaluates potential Recovery Court participants as referred by the Courts and provides day-to-day supervision and case management of Recovery Court participants;
- Prepares and submits reports to the Court; testifies in Court regarding progress and status of all participants;
- Administers drug and alcohol testing;
- Coordinates treatment and community service referrals and makes collateral contacts as necessary;
- Verifies residence and employment and monitors payment compliance with court-ordered financial obligations including program fees and court costs/fines;
- Attends and participates in weekly staffings and Recovery Court proceedings, conferences, meetings, and committees, as needed;
- Maintains accurate automated case notes and case files, including Recovery Court database;
- Using evidenced-based screening instruments, conducts risk assessments and substance use assessments and makes appropriate referrals;
- Collaborates with community-based service providers, Courts, attorneys, law enforcement, state probation, and other stakeholders;
- Participate in required annual training.

- Other duties to provide directly or indirectly services to citizens as may be assigned;
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
Minimum Education and Experience Required QUALIFICATIONSSuccessful candidate must have general knowledge of community resources, Department of Criminal Justice Services, Code of Virginia, and District and Circuit Courts; Experience working with criminally involved, substance-abusing defendants/offenders and/or strong background (knowledge/education) in substance use, addiction, mental health, and appropriate services/treatments; Ability to establish and maintain effective working relationships with Recovery Court participants, stakeholders, and the general public; Must have strong oral and written communication skills and be able to interact with and compile facts and information for-judiciary and all stakeholders; Ability to make decisions and interpretations in accordance with established rules, policies, and procedures. The ideal candidate will be able to work as part of the Recovery Court Team, as well as on the probation team within Lynchburg Community Corrections and Pretrial Services. EDUCATION and/or EXPERIENCEBachelor's Degree in social work, psychology, criminal justice or a related field and considerable experience in the criminal justice field (preferably in probation, pretrial, or parole); or any combination of education and experience. - Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria;
- Use of a personal vehicle is required as part of the job; must have appropriate vehicle insurance;
- Satisfactory criminal background check required;
- Satisfactory completion of pre-employment drug and alcohol screen;
- Must pass VCIN certification training within six months of employment or as directed by Agency Director;
- Must maintain VCIN certification and demonstrate knowledge of evidence-based substance use strategies, assessments, and city-directed mandatory training;
- Required to flex schedule in order to meet the needs of clients.
