Additionally, providing reasonable assurance on the effectiveness of the City's risk management and the strength of internal controls. Essential Functions
- Create process documentation/workflows, knowledge articles and self-service guidance for City of Lubbock Services;
- Collect and document of business requirements for project and process improvement/automation efforts;
- Facilitate process workflow modeling in order to collaborate on process improvements, automation capabilities and clearly defined end-to-end use cases;
- Review information and trends to ensure that the output of processes are achieving the desired results and that services are meeting agreed-upon service levels;
- Conduct maturity assessments against the process activities to highlight areas of improvement or concerns;
- Identify issues and risks;
- Bring inconsistencies and problems to the attention of management;
- Participate in the problem resolution;
- Track major incident management process and ensure adherence of the process and escalation requirements within the various support and delivery areas;
- Prepare incident details for post-mortem incident reviews;
- Extract reports and provide a high-level analysis of data for review;
- Maintain a complete understanding of and adheres to all written policies and processes.
Additional Responsibilities:
- Plans process improvement initiatives;
- Diagrams and evaluates existing processes;
- Develops metrics for process measurement;
- Identifying indicators for future improvement opportunities.
- Measures performance against process requirements.
- Aligns improvement to performance shortfalls;
- Provides consultation on the use of re-engineering techniques;
- May deliver presentations and training courses including measurement, analysis, improvement and control;
- Surveys and analyzes best practices for techniques and processes;
- Communicates team progress;
- Manage changing priorities on process through effective schedule management and deployment of Project Management methodologies;
- Perform other duties as assigned.
Qualifications
- Completion of a Bachelor's degree in Business, Accounting, Finance, Mathematics, Public Administration or related field.
- Three to six years of experience in Process and Technical Writing, Process Improvement, Project Management, Accounting or Auditing.
- Must be able to obtain an Auditing, Project Management Professional PMP or Business Process Management BPM Certification within 30 months.
- Texas Driver's License
Knowledge and Abilities Knowledge of and Ability to:
- Basics of process improvement with an emphasis on lead process and efficiencies;
- Practices and principles used in performance management and program evaluation techniques such as performance measurement implementation;
- Municipal operations or public administration;
- Research design, statistical analysis and methods, qualitative and quantitative measures.
- Work well under pressure and manage simultaneous assignments while maintain a positive attitude;
- Communicate effectively with others;
- Operate a computer;
- Work collaboratively with City departments in an effort to meet performance management initiatives;
- Facilitate and assist City departments with the development of performance measures, targets, goals and scorecards;
- Operate a variety of office equipment;
- Interpret oral, written, quantitative and electronic information dealing with complex abstract and concrete variables to identify and analyze, and solve practical management problems of considerable difficulty.
