Oregon Tech Procurement and Contract Services (PACS) assists departments in obtaining maximum value for university expenditures, including expenditures on goods, services, and construction. PACS upholds a code of ethics that included, but is not limited to:

Position Summary

As part of Finance & Administration, this position is responsible for directing and performing a variety of complex and responsible professional and administrative duties to solicit, negotiate, and manage Oregon Institute of Technology's (Oregon Tech) purchasing and contract services, and to provide technical assistance to staff regarding purchasing and contracting matters including preparation of solicitations, review of vendor-initiating agreements, and vendor negotiation. The position is responsible for the following:

Procurement: The Procurement and Risk Officer is responsible for performing a variety of complex and responsible professional and administrative duties to solicit, negotiate, and manage Oregon Institute of Technology's (Oregon Tech) purchasing and contract services, and to provide technical assistance to staff regarding purchasing and contracting matters including preparation of solicitations, review of vendor-initiating agreements, and vendor negotiation. The position is responsible for coordinating legal review of contracts with the Director of Procurement, Contract Services, and Risk and the Office of the General Counsel as necessary. This position supports systems for tracking and reporting contracting activity. The Procurement and Risk Officer advises on purchasing and contracting questions by research, analysis and recommendations to the university campus. The officer exercises delegated authority for a broad spectrum of contracts and purchasing documents.

The Procurement and Risk Officer engages independent judgment on form and content of solicitation documents, contract documents, and in advising university staff when contract performance problems arise. The effect is to minimize protests and challenges to purchasing decisions. Reduces organizational liability through inclusion of appropriate contractual provisions and insurance requirements. Identification of bulk buying opportunities for cost savings.

Risk Management: The Procurement and Risk Officer will administer insurance programs as applicable to the university, including administering any self-insurance funds/pools for exposures such as property, liability, athletic student health and accident, special events, study abroad, domestic and international student health and/or other risk exposures as needed. The officer must exhibit business process knowledge and provide solutions for insurance related business risk issues affecting the university. The position will promote risk management tools, practices, and policies to analyze, report, and manage risks. This position collaborates with campus departments to identify, measure, and manage insurable or hazard risks, developing reports and plans, and analyzing risk/insurance problems and defining and/or overseeing the implementation of the risk solutions that help optimize operations. The officer is responsible for directing relationships with third party service providers including brokers, insurers and other TPAs, preparing loss analyses and budgets, identifying exposures, recommending solutions, implementing approved programs, promoting loss prevention, updating and monitoring compliance with insurance procedures and management safety/risk management manuals. This position is not directly responsible for emergency management.

The Procurement and Risk Officer assists in maintaining the university insurance portfolio which includes a self-insured retention with excess commercial coverage. The position is responsible for conducting risk assessments, claims analysis, and approving claims settlement. The position exercises discretion in working with employers and potential contractors.

Other: The Procurement and Risk Officer uses independent judgment in analysis of a wide variety of federal, state, local statutes and intra-system and rules and regulations. The officer exercises judgment in responding to campus inquiries and insuring appropriate campus people are not bypassed.

Minimum Requirements Additional Requirements

* Bachelor's degree or equivalent in relevant field

* Five years of responsibility in contract administration and risk management services, preferably in the public sector

* Knowledge of financial and budgeting principles, bookkeeping, and purchasing practices within a governmental system

* Ability to analyze business and insurance transactions.

* Property and casualty insurance knowledge

* Ability to effectively and respectfully work, communicate, and collaborate in diverse, multicultural, and inclusive settings

* Ability to work effectively in high-traffic and frequent interruption environment; including the ability to adapt to changing priorities in an effective and efficient manner

* Demonstrated experience interpreting and applying laws, rules, policies, and procedures in an Office or equivalent setting

* Demonstrated experience in the handling of sensitive and/or confidential information

* Demonstrated effective interpersonal, written, and oral communication skills

* Proficiency in use of Microsoft Office programs including Word, Excel, Outlook, and PowerPoint, as well as databases and specialized programs

Preferred Qualifications

* Master's degree in relevant field.
