Procurement & Contracts Specialist - Contract - San Antonio, TX

Our client is a nonprofit organization that serves as the leadership and governing body for the region's workforce development system. They are responsible for over $100 million dollar budget consisting in local, state, and federal funds. The mission is Working to Strengthen the regional economy by growing and connecting talent pipelines to employers.

General Description:

Under the direction of the Director of Contract & Procurement, performs complex work in procurement and contract management. Prepares solicitations for the procurement of goods and services; develops contract instruments and tracks and manages contracts. Works under limited supervision. Exercises discretion and independent judgment in matters of significance, as related to the general business operations of the agency. Performs other relevant duties as assigned.

Essential Duties and Responsibilities:

Technical Assistance

  • With Procurement Director approval, develops, negotiates, and executes documents related to initial contracts and amendments; maintains contract files in accordance with the TWC financial manual.
  • Prepares solicitations for the procurement of goods and services for micro, small, and formal purchases.
  • Interprets policies, rules/regulations related to procurement; provides guidance to partners regarding procurement.

Other Duties may include:

  • Communicate and negotiate with internal and external customer through all levels of the organization.
  • Maintains a contract database to track contract changes and modifications; processes contract modifications; coordinates with other departments/partners as needed and routes contracts for appropriate approval.
  • Maintains and updates files for contracts, leases, and other agency agreements; coordinates with other departments/partners as needed and routes contracts for appropriate approval.
  • Prepares, processes, and tracks purchase approval forms submitted to the State of Texas Cooperative Purchasing Program, Texas Workforce Commission and/or to the Department of Labor; maintains and updates the agency's vendor lists; maintains files for contracts, leases, and other agency agreements; maintains documentation in support of all procurements; prepares reports and correspondence.
  • Prepare periodic reports on current expenditures, contracts and timelines for renewals with appreciate information that is capture with assistance of fiscal department.
  • Knowledge of small purchase and micro-purchase and attention to detail.
  • Perform analysis to identify savings, efficiency opportunities, and innovation.
  • Other relevant duties as assigned.

Knowledge, Skills, and Abilities:

  • Working knowledge of local, state, and federal laws, rules, regulations, and policies applicable to workforce development programs.
  • Strong interpersonal and communication skills in writing, speaking, and listening. Proficiency in reading, writing, and speaking English is required.
  • Demonstrable ability to gather, organize and analyze information; to develop solutions to problems; to prepare reports; and to develop and evaluate policies and procedures.

Education and Experience:

Graduation from an accredited four-year college or university, with major course work in a field relevant to the assignment. Minimum of three years of experience related to public procurement and/or workforce development programs. Two years of experience in a field related to the work of the agency may be substituted for one year of education.

Other Qualifications:

  • Must be legally eligible to work in the United States.
  • Will require occasional in-region and out-of-region travel; Must have proof of valid driver's license and current auto insurance; must provide own transportation when on company business.
  • Would prefer someone who comes from non-profit organizations, government entities or municipalities that have worked with grant-funded programs!!
