Position Description: The position of Procurement Services Specialist III (Workday Specialist) will establish and manage contracts utilizing various procurement mechanisms, while adhering to sound purchasing policies, the Kentucky Model Procurement Code, and administrative policies. Subject matter expert in Workday Financials and Strategic Sourcing.
ESSENTIAL DUTIES AND RESPONSIBILITIES - Department subject matter expert in Workday Financials and Strategic Sourcing. Maintain all Standard Operating Procedures (SOP's) for Workday Financials Procurement and provide training for Procurement Services and departmental users.
- Manage vendor contracts under established departmental SOP guidelines. Conduct quarterly/annual vendor reviews including spend analysis and vendor compliance to contractual terms and conditions. Audit as necessary. Develop contractor base. Solicit and recruit qualified Minority and Women-owned businesses.
- Identify departmental and University need for commodity contractual requirements, including Personal Service Contracts (PSCs). Solicit and contract via: bid, quote, and request for proposal (RFP) process. Evaluate bid responses for statutory compliance.
- Compose Bids, Sole Sources, Memorandum of Agreements, & various miscellaneous agreements. Compose professional correspondence in all communications. Responsible for hard copy and electronic archiving.
- Departmental liaison between Procurement Services, external departments, other state agencies, and vendors.
- Provide assistance to Procurement Services supervisory staff on special projects as required. Review existing state statutes and proposed revisions and advise of potential effects on existing operations and procedures.
- Review, edit requisitions, purchase orders, approve all transactions for assigned commodities in PeopleSoft. Assist in software upgrades and e-procurement implementation.
- Conduct and participate in meetings with University personnel, vendors, other state agencies, outside organizations, etc., championing the efforts and direction of the University and representing the University in an honest and ethical manner.
- At the direction of the Director of Procurement Services, serves as team lead during Director's absence.
- Perform other duties as assigned.
PREFERRED QUALIFICATIONS - Public purchasing experience, to include knowledge of Kentucky Model Procurement Code.
- Excellent interpersonal, oral, and written communication skills, including active listening skills, feedback skills, plus the ability to work closely and effectively with a diverse group of University faculty and staff.
- Ability to negotiate issues and resolve problems utilizing critical thinking.
- Experience with PeopleSoft, Workday, and OnBase.
- Demonstrated problem-solving abilities with a keen attention to detail.
- Proven self-starter with the ability to work with minimal direction and oversight.
- Experience with Microsoft Office Suite.

Target Compensation Maximum: $110,400.00
Target Compensation Minimum: $73,600.00
Compensation will be commensurate to candidate experience.
