DESCRIPTION OF WORK As a Procurement Specialist 4, you will serve as the manager of the Purchasing and Contract Administration Division in the Pennsylvania Liquor Control Board. This position directs and manages the procurement of multi-million dollar services contracts, information technology services and assets, as well as all non-alcohol supplies, materials, furniture, equipment, commodities, and services. This work supports the PLCB's wholesale, retail, and regulatory operations, which generate more than $3 billion in revenue annually. Additionally, this position facilitates statutorily authorized restaurant license auctions and grants supporting Pennsylvania's wine and beer industries. This position is also responsible for establishing and implementing policies and procedures; ensuring compliance with all applicable laws and policies; ensuring internal policies and processes efficiently support agency programs and functions; and managing a staff of eight or nine employees. Work Schedule and Additional Information:Full-time employmentWork hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.Telework: You will have the opportunity to work from home (telework) part-time up to four days a week, with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONSMinimum Experience and Training Requirements:One year as a Procurement Specialist 3 (commonwealth title); orThree years of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; orAn equivalent combination of experience and training.
