Assists customers in the preparation of detailed specifications to include the competitive bidding process. Reviews bids and facilitates proposals from vendors interested in providing services and/or commodities to the District. This position reports to SPLOST/Capital Projects Director of Purchasing.KEY RESPONSIBILITIES:Contract Management - Develops, executes, and administers major contracts of significant complexity for diverse services/commodities for all SPLOST and construction projects. Prepares award letters, issues option years to renew contracts. Prepares new solicitation for expiring contracts. Terminates contracts in accordance with the District policies. Resolves vendor and/or customer complaints. Prepares and reviews quarterly reports to analyze the Construction SPLOST savings/spending patterns.Request for Proposals - Ensures appropriate funding for requested service and/or commodity. Performs contract administration functions, including negotiating complex contracts and monitoring vendor services for prompt delivery and quality control. Participates in negotiations with requesting department personnel and vendors.Serves as liaison between customers (schools and departments) and vendors to ensure receipt of goods and services according to the terms and conditions and quality standards of the bid contract; takes aggressive action to protect the customer's interest if the terms, conditions, or quality standards of the contract are not followed by the successful vendor. Train end-users on the development of specifications and the solicitation process.Processes and approves purchase orders, and presents monthly Construction SPLOST purchasing reports in the absence of the Director.All other duties, as assigned and required, in order to perform the above services.KEY JOB REQUIREMENTS:Bachelor's degree in Business Administration, or related field required.Minimum of four (4) years of experience in a procurement related position, preferably in a K-12 public school environment or public setting. Minimum of one (1) year of supervisory experience preferred.Requires District coordination; makes decisions and recommendations, which affect students and employees.Analytical: supervisor is available to review established broad objectives; independent judgment is required to review and approve major recommendations.Requires regular, frequent contact with internal personnel of influence and decision-making responsibility to discuss issues of moderate importance; requires contact with officials at higher levels. Excellent interpersonal skills are required for working with intra-organizational teams.Requires regular, frequent contact with external/personnel of influence and decision-making responsibility to discuss issues of moderate importance; requires contact with external entities (vendors, government contractors, etc.) Excellent interpersonal skills are required for working with inter-organizational teams.Responsible for multiple functions in developing solutions with a high-level of accountability for effective operation and results.Applies, recommends and implements technology solutions to improve the effectiveness of District objectives. Utilizes MS Word, PowerPoint, and Excel use of custom databases.WORKING CONDITIONS:Variable work setting - Normal office setting at a construction site.Must adhere to all safety guidelines of the construction site, at all times.Variable work environment - must be able to work outdoors in all weather conditions.May require moderate travel across the District, with occasional travel for off-site training.PHYSICAL EFFORT:Light duty - On most occasions sitting at a desk or table; intermittently sitting, standing, or stooping. Light lifting or carrying; twenty (20) lbs. or less.NOTE: This is a grade 27, 225 day position that pays for experience up to a Step 8.
