The Department of Finance is seeking a full-time Procurement Specialist. The Procurement Specialist provides City Departments with assistance in acquiring necessary goods and services while maximizing the purchasing value of public funds.
Under the direction and supervision of the Purchasing Agent, Procurement Specialist researches, interprets, and applies existing procurement laws, policies, and procedures and performs acquisition processes in accordance with City, state, and federal laws and regulations:
* Performs complex, high value and unique solicitations and leads cooperative procurements. Assigned tasks should be performed with minimal supervision.
* Understands City departments' business needs and works toward effective and efficient procurement solutions which further departments' strategic goals.
* Develops strategies for and executes assigned procurement programs to maximize efficiency, cost savings and reduce liability exposure.
* Possesses skills in applying appropriate commercial law knowledge in the review of contractual agreements and contract negotiations.
* Provides independent solutions and innovation in approach to procurement questions.
* Responsible for maintaining the integrity of the public procurement process.
* Maintains detailed and working knowledge of the Virginia Public Procurement Act (VPPA), City of Norfolk Procurement Code and City of Norfolk Procurement Manual.
* Cooperates with the City Attorney's Office on procurement matters and contracting issues.
* Mentors less experienced staff in specific knowledge or skill areas.
* Assists with development and implementation of policies and procedures.
* Must have the ability to look at sophisticated strategic initiatives from an organizational perspective.
* Must have advanced writing and text editing skills necessary to draft solicitation documents and contract provisions.
* Assists City departments with contract administration by taking actions to enforce contractor performance, acting as point of escalation for contractual disputes.
* Performs contract audits and reviews of delegated departmental procurement transactions.
Required:
* Bachelor's Degree required, advanced degree preferred, or an equivalent combination of education and experience.
* Nine (9) years or more in public procurement at a local or state government level required OR an equivalent combination of education (above high school level) and/or experience equivalent to nine (9) years in fields utilizing the knowledge, skills, and abilities associated with this position.
Preferred Certifications:
* CPPB or NIGP-CPP will be required within 12 months of hire
* CPPO preferred
Work Schedule: Monday - Friday, 8:30 am to 5:00 pm
Signing Bonus: This position is eligible for a $5,000 signing bonus.
