Qualified candidates selected for an interview will be notified via telephone.Applicants who are not selected for an interview will receive notification they are no longer being considered.JOB DESCRIPTIONSUMMARY/OBJECTIVEThe Procurement Specialist is responsible for assisting the Manager of Procurement in the administration and coordination of the purchasing function for the Authority. The Procurement Specialist assists in coordinating the procurement processes for goods and services, and is responsible for maintaining compliance with applicable Federal, State and Authority procurement and contracting policies and regulations. In addition, the Procurement Specialist reviews requisitions and assists in providing direction and assistance to other departmental staff throughout the Authority relative to procurement processes. The Procurement Specialist assists the Procurement Manager and Procurement Assistant Manager as requested and required.Accountabilities and Essential Functions:1. Ensure compliance with applicable Federal, State and Authority procurement and contracting policies and regulations.
- Assist with providing information and data for solicitations, audits, and year-end reports.
- Assist with auditing, monitoring and reporting of Living Wage, Prevailing Wage, and Buy America.
- Track and make recommendations based on revised or new Procurement legislation, regulations, or procedures, and analyze potential impacts on projects.
- Assist with all aspects of Compliance and Monitoring as required.
- Demonstrates adherence to organizational Principles and Values.
2. Successfully secure goods, services and assets in a manner consistent with procurement policies.
- Conduct all procurements in accordance with organizational, local, state, and Federal procedures, guidelines, and laws and with the highest ethical standards.
- Oversee all aspects of solicitations for new and existing purchased goods and services.
- Work with Project Managers and evaluation committee members to develop ICEs and formal solicitation documents.
- Perform pre-solicitation activities, respond to inquiries, and issue addenda as needed.
- Perform cost and price analysis.
- Conduct and oversee evaluation processes.
- Follow procedures to determine responsive and responsible suppliers.
- Negotiate with Contractors and perform vendor debriefs as needed.
- Communicate with vendors on all issues other than those of a technical nature.
- Research and evaluate cooperative purchasing contract opportunities, single source, and sole source procurement requests.
- Work with vendors to inform them of Procurement procedures.
- Assist with Procurement Manager and Procurement Assistant Manager with contract management administration, tasks, and activities.
- Assist with vendor management activities.
3. Educate staff on procurement systems and processes.
- Assist with advising and educating user departments in proper Procurement procedures.
- Assist with delivering Procurement training to staff on the proper use of Procurement software systems.
- Assist with developing and updating training materials as needed.
4. Process Requisitions, Purchase Orders, and solicitation documents in Procurement software systems.
- Ensure procurement software functions are completed in accordance with organizational policy.
- Work with requisitioners to ensure proper data entry and approvals.
- Update database as needed.
5. Maintains sound departmental administrative systems and processes.
- Prepare and maintain official Purchasing documentation files for official public record and audit purposes.
- Update schedules, templates, and documents.
- Ensure all vendor insurance certificates are current and update database.
- Assist with updates to Procurement department systems and processes materials as needed.
- Work with the agency's FOIA Coordinator for all Procurement FOIA requests.
6. Assist with the proper disposal of surplus, used, or outdated capital goods, including equipment and vehicles.7. Pursue formal and informal professional training and development.8. Backs up Manager of Procurement, Assistant Manager of Procurement, and Supervisor of Parts, Stores and Facilities, as needed.Knowledge, Skills, and Abilities:
- A Bachelor's degree (BA, BS) in Business Administration, Materials Management or related field, or an equivalent combination of training and experience.
- CPPB, CPPO or CPM, or other Certification in federal or state procurement preferred.
- Minimum of 3 or more years of purchasing/procurement experience, specifically performing procurement functions (i.e. solicitation processing, overseeing evaluation processes, contract execution, etc.) with demonstrated knowledge of governmental laws and regulations affecting public procurement and environmental compliance.
- Experience in conducting the solicitation process for RFPs, IFBs, RFQs, etc., from beginning to contract execution.
- Demonstrated negotiation and mediation skills preferred.
- Remains current on procurement laws, regulations, and best practices. Dedicated to continuous improvement.
- Ability to retain and attend to detail. High level organizational and follow-through skills.
- Ability to work on multiple concurrent projects with moderate supervision, meeting time deadlines under stress and with frequent interruptions.
- Ability to read, write, and interpret documents and strong basic mathematical skills.
- High level of computer literacy in Microsoft Office Suite required. Testing will be required.
- Ability to analyze, recommend, and implement solutions to complex operational problems and issues. Testing may be required.
- Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with internal and external stakeholders with diverse backgrounds and personalities.
