Job Description:

Are you a strategic thinker with a passion for procurement? Join our team as the Procurement Supervisor and play a key role in ensuring our organization's success through efficient and effective procurement services including supervising procurement staff, formal and informal source selection for goods and services, contract administration, category and customer management, and a variety of advisement and technical support services.

This position is responsible for soliciting bids for goods and services of the highest value, complexity, and public interest. Work is reviewed by the Procurement Manager through observation, written reports, conferences, and results obtained, and this role is considered essential personnel in the event of an emergency.

Procurement Operations

* Assigns work, provides oversight and training to the procurement staff, ensuring that the procurements are completed in the most efficient and effective manner possible

* Monitors performance against department KPI's and develops procurement strategies for maximizing competitive prices of goods and services

* Oversees the eProcurement function of the Procurement Division, including reviewing and approving solicitations, requisitions, purchase orders and change orders, and administration for the awarded contracts and cooperative agreements

* Oversees additional procurement programs as needed, such as the City's PCard program, Surplus Disposal, Supplier Onboarding and Account Management, City's Amazon Business Account, as needed

* Provides recruitment, hiring, onboarding, recognition, staff development, performance management, coaching, and progressive discipline

Procurement Compliance

* Effectively and accurately interprets the proper application of the applicable procurement policies and methods, ensuring compliance with the North Carolina General Statutes, City of Raleigh policy and procedures, and Federal Regulations

* Develops or revises procurement policies, manuals and procedural knowledge, collaboratinf with the City Legal department when necessary

* Prepares reports on procurement-related activities and metrics and monitors program performance, recommends procurement program goals, objectives, and strategies.

* Analyzes procurement processes and proactively identifies and recommends process improvement

* Develops materials and provides onboarding and ongoing training for City employees on the City's Procurement processes, PCard Program, Supplier Account Management, Surplus Disposal, and others as needed

Technical Knowledge

* Develops materials and provides onboarding and ongoing training for City employees on the use of City's' procurement systems

* Serves as the focal point for special projects for technology initiatives, such as PeopleSoft and eProcurement

* Liaises with the Department of Information Technology to ensure appropriate technical support for the City's ERP and eProcurement system, and to address any the ERP and e-procurement system issues

* Assists with planning, testing and approving all new procurement software releases or modifications prior to use in production

Education and Experience

Bachelor's degree in supply chain administration, business administration, finance or directly related field, and a minimum of five (5) years progressively responsible experience in public procurement (municipality, county, state, federal or other governmental agency), including at least two (2) years in supervisory responsibilities

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Desired Qualifications / Special Requirements:

Possession of a Procurement Certification from an accredited organization or University, or the ability to obtain within two (2) years of employment.

City of Raleigh may provide sponsorship for the certification program.

Examples of acceptable certifications are:

* Local Government Purchasing Officer (CLGPO)

* Procurement Professional (NIGP-CPP)

* Public Procurement Officer (CPPO)

* Professional Public Buyer (CPPB)

* Certified Professional Contract Manager (CPSM)

Knowledge, Skills, and Abilities

* Thorough knowledge in procurement regulations of the State of North Carolina. Knowledge of the Federal Acquisition Regulations will be considered a plus

* Advanced user-level knowledge of an ERP and eProcurement systems

* Vendor management

* Ability to apply sound business judgment and work in a deadline-oriented environment

* Proven Leadership skills

* Contract risk analysis and recommend action to minimize risk

* Informal and formal source selection processes, contract negotiation, formation, and administration

* Developing and leading cross-functional teams, managing, and training multidisciplinary workforce

* Effective oral and written communication to manage relationships with customer departments, exercising good judgment, tact, and diplomacy

* Self-managing tasks and associated deadlines

ADA and Other Requirements:

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:

Work is routinely performed in an indoor, office environment.
