With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH's foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

Division Overview:

The Finance Division at DOHMH has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the nation's largest local health department. DOHMH has approximately 7,000 employees and serves the nation's largest city of 8.8 million New Yorkers.

Finance oversees policy analysis, program development, performance improvement, financial management, resource maximization, and technical assistance. Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet DOHMH's health and racial equity objectives.

Finance is organized into four bureaus, which vary in size from 25 to 85 employees each. The bureaus are each led by an Assistant Commissioner. The bureaus include:

* Bureau of the Agency Chief Contracting Officer, which procures over $1.5 billion in goods and services through 900+ contracts and 2,500+ purchase orders;

* Bureau of Budget and Revenue, which directs the agency's $3 billion operating budget and $350 million capital budget, and generates over $2 billion in revenue;

* Bureau of the Controller, which administers the agency's payroll, processes payments to 5,000+ contractors and vendors, oversees cash management, and leads fiscal closeout programs; and

* Bureau of Finance Administration and Planning, which performs sophisticated financial analyses and reporting, manages agency contracts, coordinates financial systems, leads training, and prepares for budget hearings.

The Financials systems unit has a central and critical responsibility in ensuring the reliability of its systems from the usage to the integrity of the data that resides in them. Its responsibilities include providing scheduled and ad-hoc reports for its internal and external stakeholders. Additionally, the unit is responsible for overseeing financial systems related projects, and enhancements ensuring systems operability.

Job description:

DOHMH is seeking a Product Manager to spearhead the development of data products within our Integrated Public Health Data Infrastructure portfolio. The Product Manager will determine and oversee delivery of the strategy and roadmap for their products to achieve equitable public health outcomes including the goals set by NYC DOHMH's Healthy NYC initiative. Their responsibilities include coordinating with colleagues in the Division of Information Technology, as well as stakeholders across key public health programs to set priorities, manage new development and operations, and provide direction and oversight to product teams and other technical support teams supporting the Data Modernization Initiative.

Duties:

* Develop a deep understanding of business goals and processes to inform data product priorities and improvement recommendations.

* Develop strong relationships and regularly communicate with program stakeholders to shape the product strategy and surface and prioritize needs.

* Monitor the public health ecosystem and emerging technology trends to inform product strategy and proactively propose new solutions.

* Establish product roadmaps and release plans that satisfy requirements and achieve agency goals and public health outcomes.

* Contribute to translating business requirements into actionable product and technical requirements.

* Continuously monitor and evaluate product performance and proactively champion product improvements.

* Guide the cross-functional development team (including colleagues from IT, data engineering, data science) to scope, plan and deliver work, applying established delivery methodologies (e.g., agile methods) and best practices (e.g., reusability).

* Proactively identify and resolve blockers to achieve business objectives for the product, including technical and resourcing challenges.

* Ensure alignment and adherence to City/Agency, financial and IT standards (e.g., architecture, compliance, security).

* Increase adoption and consumption of product capabilities.

* Manage investment decision making and finances for the products, taking a return-on-investment approach to increasing the value while minimizing product costs.

* Serve as product manager for multiple, related products.

* Define, track, and communicate relevant KPIs for the product to measure performance and contribution to business goals and strategy.

Qualifications:

REQUIRED

* 3+ years of product management or related experience.

* Master's degree in public health, data science, health informatics, computer science, or a related field.

* Understanding of public health and population health data, including concepts like HL7, interoperability and others.

* Understanding of data systems, data governance, data analytics

* Ability to lead cross-functional teams and work collaboratively across diverse and matrixed stakeholders.

* Ability to surface, prioritize, and balance multiple stakeholder priorities.

* Strong project management skills to manage multiple projects and deadlines simultaneously.

* Demonstrated success in defining and building data and technology products.

* Excellent problem solving and analytical skills, including experience analyzing and leveraging data to inform decision making.

* Demonstrated ability to communicate complex technical information effectively to various stakeholders verbally and in writing.

* Ability to adapt and respond to changes due to emerging public health needs and priorities.

* Salary - $120,000 - $120,000

ADDITIONAL DESIRED QUALITIES

* Background in public health is preferred

* Preferred technological proficiency: R, Python, SQL, HTML, JavaScript, DataWrapper, GitHub, SAS, bash

* Preferred experience: Interpreting, analyzing, and drawing conclusions from epidemiological and other public health or publicly sourced data
