Job Description:
This Product Owner (HR Information Technology Management) position is with the Office of Human Resources Management, ES/HRM/Planning, Program Analysis, and Evaluation Directorate/Strategic Transformation & People Analytics Division at U.S. Customs and Border Protection (CBP). The duty location will be one of the following and is negotiable: Bloomington, MN, Indianapolis, IN, or Washington, D.C.*Eligibility*: This position is ONLY OPEN to: Veterans eligible under VEOA; certain military spouses; current federal employees with competitive status; current and former federal employees covered by an OPM Interchange Agreement; current and former employees who meet requirements of the Land Management Workforce Flexibility Act; and individuals eligible under a noncompetitive special hiring authority.*In this position you will use your expertise as a Product Owner and lead business-driven projects through execution of standard product management principles for the delivery of HR software solutions. You will become a key member of Homeland Security professionals by coordinating and conducting performance measurements on new and advanced wireless telecommunication equipment and techniques. Your duties may include: ** Maintain strong relationships with stakeholders; provide regular updates through customer and executive briefings and reports; serve as the primary point of contact for product updates, risks, and decisions to ensure alignment with agency goals; meet organizational needs; and, secure buy-in for product initiatives.* Lead efforts to redesign processes, implement changes, engage stakeholders, and monitor progress to ensure successful adoption and measurable improvement in business outcomes in alignment with organizational goals.* Conduct in-depth analysis of HR business needs, gather and accurately define functional and non-functional requirements, and translate them into clear, detailed requirement artifacts.* Use analysis metrics to inform decision-making and make data-driven adjustments that align with business objectives and improve overall outcomes.* Ensure all product development activities comply with federal regulations, DHS, and CBP policies, as well as with best practices in HR Information Technology management, and maintain thorough documentation of product requirements, design specifications, and decision-making processes.*Salary and Benefits: *This position starts at a salary of $103,409 (GS-13, Step 1) to $134,435 (GS-13, Step 10), with promotion potential to $134,435 (GS-13, Step 10).Employees receive the full package of federal employment benefits that include health and insurance plans, a generous annual and sick leave program, and participation in the Thrift Savings Plan, a retirement plan akin to a traditional 401(k) offering.*Qualifications*–See official Job Opening Announcement (JOA) at USAJOBS.gov for complete details.*Experience: *You qualify for the GS-13 grade level if you possess one (1) year of specialized experience equivalent to at least the next lower grade level, performing duties such as:* Developing and communicating a product vision and strategic roadmap aligned with organizational goals; serving as the main point of contact for product updates, risks, and executive briefings.* Leading workshops to evaluate and redesign business processes for improved efficiency, implementing changes, and monitoring adoption to achieve measurable results.* Gathering and defining functional and non-functional requirements, translating them into user stories, epics, and acceptance criteria to effectively guide development.* Managing and prioritizing the product backlog using techniques like MoSCoW and the Kano Model, refining items based on business value, urgency, and dependencies.* Defining, tracking, and analyzing Key Performance Indicators (KPIs) to measure product and process performance, using data-driven insights to adjust product strategies and meet objectives.*How to Apply:*Click this site's APPLY link to access the official JOA on USAJOBS.gov, the federal government's official employment site.
