This office serves the residents of South Carolina through Citizen Assistance Programs that provide essential services to people living with disabilities, those in need of help with home utility expenses and small and minority-owned businesses. In this role you will assist the Fiscal Monitoring Manager (FMM) in performing fiscal monitoring activities of subgrantees awarded federal grants through the OEO. These duties primarily consist of performing on and off-site financial reviews of subgrantees compliance with federal, state, and grant agreements, rules, and regulations in the administration of federal awards.Responsibilities of the Professional Auditor:
- Assist the FMM with assembling documentation required for fiscal monitoring of subgrantees. Ensure that the necessary documentation is stored in the appropriate OEO electronic files. Coordinate with the necessary OEO staff, as well as other contracted monitors (Scott & Company, LLC), to ensure that all documentation is accessible and available for a monitoring.
- Coordinate with subgrantees to schedule on-site monitoring, entrance conferences, and exit conferences.
- Conduct financial reviews of subgrantees which may be remote, on-site, or in the form of a desk monitoring. These reviews consist of, but are not limited to, analyzing subgrantees' internal controls, financial management, and general business operations, to ensure that OEO awarded funds are being utilized in compliance with federal, state, and grant requirements.
- Analyze financial data assessed during a subgrantee monitoring to create a clear and effective monitoring report. Summarize the subgrantee's level of compliance with applicable federal, state, and grant requirements and submit the monitoring report to the FMM for review in a timely manner. Track all areas deemed less than compliant in the monitoring report and collaborate with agencies to overcome any areas deemed less than compliant.
- Provide technical assistance and fiscal training to ensure that subgrantees are aware of revised policies and procedures with in the federal, state, and/or specific grant requirements. Provide one-on-one technical assistance and fiscal training with subgrantees in order to resolve issues.
Minimum and Additional Requirements
- An associate degree and experience in accounting and auditing.
Additional Requirements:
- Sufficient knowledge of the principles, practices, and accounting methods of accounting and auditing.
- General knowledge of the generally accepted accounting principles (GAAP), the generally accepted auditing standards (GAAS), OMB Uniform Guidance, federal and state rules and regulations pertaining to fiscal monitoring and fund accounting.
- Ability to effectively communicate orally and inwriting complex accounting and financial data.
- Ability to analyze and verify accounting, statistical, and financial data.
- Position may require overnight travel.
- Position may be required to report to work during emergency situations.
