JOB POSITION #142 - PROFESSIONAL LAND SURVEYOR

NUMBER OF VACANCIES: 1

DEPARTMENT: Electric Utility/Engineering

WORK LOCATION: MOC

SALARY RANGE: $31.83 - $49.50 / Hourly

PAY GRADE: O - Non-Exempt

TYPE OF POSITION: Regular, Full-Time

DAYS WORKED: Monday - Friday

HOURS WORKED: 8:00 a.m. - 5:00 p.m.

JOB DUTIES

ESSENTIAL DUTIES

Follows established safety protocols and policies as set forth by the Utility and as required for the job at hand. Must embrace and work with safety first mentality. Attendance at certain safety training will be mandatory.

Perform surveying designs of assigned distribution, transmission, and substation projects.

Works closely with Engineers, Estimators, Line Department, and Contractors Under the direction of Estimator Superintendent, review deeds, easements, plats, computations, plans, and drawings, makes recommendations to appropriate personnel.

Responsible for conducting and supervising surveys, does inspection, estimates, designs, plans, maps plans and profiles, and preparation of specifications.

Completes mathematical calculations required to complete survey data and design.

Responsible for accuracy of survey data and affixes Professional Surveyor's New Mexico seal certifying same.

Researches and physically locates property boundaries.

Performs design and location surveys, including topography and contour.

Conducts construction surveys, including rights-of-way to completion of Project required to do property ownership research at courthouse for Estimators and Engineers.

Prepares plan and profile drawings for existing transmission and proposed transmission line projects. Will require manual field data collection. May require use of LIDAR/Scanner or drone technology.

Establishes and maintains control for substation construction projects. May be required to set control points for key substation equipment.

Prepares highway crossing plan and profile drawings, for State, Federal, and distribution rights-of-way applications for transmission projects.

Develop or assist in developing Requests for Proposals and Requests for Bids with respect to professional surveying contractor services. Serves on evaluation committee to evaluate such proposals if or as necessary.

Develops annual Operating budget for the surveying department.

Responsible for tracking survey related projects and scheduling of survey requests.

Develops specifications to purchase specialized survey equipment.

Maintains current surveying equipment and software to keep current with upgrades.

Perform drafting duties as they pertain to surveying, plats, right of way, property boundaries and easement exhibits.

Prepare legal descriptions as they pertain to surveying, plats, right of way, property boundaries and easement exhibits.

Attendance at work is an essential function of this position.

Uses knowledge of projects and independent judgment to assess and prioritize multiple tasks, projects and demands relating to the Electric Utility Department to include adjusting priorities as needed to meet deadlines with an accurate work product.

Responds to inquiries from customers and co-workers which may require research of land, easement, and right-of-way documentation.

NON-ESSENTIAL DUTIES

May assist in the selection of transmission and distribution routes.

May record right-of-way documents at court house.

May identify electrical devices in field.

QUALIFICATIONS

This position is subject to the City's Drug and Alcohol Free Workplace Program which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.

Using excellent customer services skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Must be a registered Professional New Mexico Land Surveyor or registered in another state with the ability to become registered in New Mexico within (6) months from start of employment.

Must have a valid driver's license with an acceptable driving record for the past three years.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Ability to direct subordinates in survey work.

Thorough knowledge of all types of survey equipment operation.

Requires understanding of construction techniques and practices including, the ability to make any necessary mathematical calculations.

Must be familiar with all State of New Mexico, Bureau of Land Management, USBR, Bureau of Indian Affairs, and private land and survey laws.

Must have a working knowledge of drafting and drafting techniques and the ability to understand, edit, and interpret working plans and drawings with the capability of making field changes to enhance the project or correct oversights.

Must be computer capable with thorough understanding of several survey and design programs. Capability of using AutoCAD/Carlson Survey programs to obtain information.

Must have thorough knowledge of use of, Trimble GNSS System, Nikon and Topcon Total Stations, Trimble Scanning equipment, computer software, including Trimble Business Center,

Trimble RealWorks, Carlson Survey, calculator to do surveying calculations, and four- wheel drive vehicle.

Ability to lift and carry up to 50 pounds long distances and over rough terrain.

Required to work in all types of extreme weather conditions for extended periods of time.

Ability to work well with co-workers and public.

TOOLS AND EQUIPMENT USED

Ability to operate the following tools and equipment:

Trimble GNSS System, Nikon and Topcon Total Stations, Trimble Scanning equipment, , computer software, including Trimble Business Center, Trimble RealWorks, Carlson Survey, Calculators, Laptop, computers, fax machines, copy machines, printers, scanner, telephone, smart phone; and, four-wheel drive vehicle.
