H-GAC, the fiscal agent for the Gulf Coast Workforce Board (GCWB), is striving to expand the reach of the region's public workforce system to more employers and more people through targeted projects and expansion of existing programs. To support this expansion, we are seeking an experienced Program Administrator to join the Workforce Solutions team within our Human Services department. The Gulf Coast Workforce Board through cooperation with local governments and H-GAC's Human Services Department, improves the quality of life for residents across the region through our Workforce Solutions Workforce system. The role of the Program Administrator is to assist with the planning and development of new large-scale projects as well as maintain and streamline current programs and procedures. This includes planning, developing, implementing, and managing disaster recovery plans and procedures to ensure the continuity of business operations in the event of a disaster. The Program Administrator oversees the development, implementation and coordination of Emergency Management Programs and Policies, ensuring that the delivery of programs and services are in accordance with the Gulf Coast Workforce Board's directive and is compliant with all federal, state, and local laws and regulations. The Program Administrator will serve as the primary point of contact and liaison between third party service providers and internal partners to develop and foster collaborative relationships between all key functional stakeholders. In addition, this individual is responsible for preparing and coordinating the response of the agency when an emergency occurs and works to reduce the impact of emergencies on the agency and service providers. This includes helping to lead the response during and after emergencies. We are looking for a candidate with project management and leadership experience and the proven ability to deliver large scale projects on-time, within budget and with a high level of customer satisfaction.KeyQualifications Preparing action plans, analyzing goals, monitoring deadlines, and providing updates on project changes and status. Manage and define the scope of a project including integration opportunities, interface requirements, feasibility, and schedule projections. Oversee all project management phases, such as project initiation, planning, execution, monitoring, and project closure. Develop and manage project teams across functional boundaries, assigns resources, develops data and status reports, and ensures compliance with requirements. Communicate the implementation strategy to diverse groups of stakeholders. Work with contract manager to ensure project spending conforms to GCWB's standards and guidelines. Monitor project budgets, plans, reports, materials, and content, ensuring quality and timeliness of project deliverables; communicates issues and status as required for successful completion. Develop, implement, and evaluate emergency and strategic plans, roadmaps, goals, and objectives. Develop a strategic process of integrating safety procedures into everyday workplace operations. Manage and complete assigned work plan objectives and projects on a timely basis. Familiarity with systems for disaster response and recovery, including formal emergency response frameworks (i.e., Incident Command System) and/or community-based emergency response approaches. Leads and co-facilitates trainings and supports a network of training participants through ongoing outreach, technical assistance, and engagement.Do you have... Bachelor's degree in an applicable academic discipline orrelatedfield of study 5years of experienceworking with local government, nonprofit programs, school or in job related dutiesPreferred Qualifications Bachelor's degree in Business, Government, Public Administration, computer science, engineering, or information systems or a related field of study 8 years of experience in managing large scale workforce systems projects Experience in public administration projects and a high degree of understanding of applicable emergency, federal, state, and local government agency procedures, and processes Skilled with SQL Project Management certification Applicable experience may substitute for education. 5 years of experience in managing large scale projects. Proven ability to work with various stakeholders in bringing projects to completion on time and within budget. Demonstrated leadership and problem-solving skills. A critical thinker with strong attention to detail. Strive for continuous improvement and prioritize time management. Proficiency in all Microsoft Office software applications as well as accepted project management principles.
