The Emergency Management Division consists of three sections-operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions. PROGRAM ADMINISTRATOR Job Location: Address: Camp Navajo, Bellmont, Arizona Posting Details: Salary: $29.1939 - $41.0957 per hour (DOE)Grade: 25Closing Date: November 14, 2024 Job Summary: Under direction, the Program Administrator, is responsible for leadership and management of work of considerable difficulty in ordnance facility capital project rehabilitation, new construction and facility planning, design, construction and construction management, modification, rehabilitation, maintenance and sustainment of infrastructure for the Ordnance Operations Department (OOD) at Camp Navajo. The incumbent of this position develops and executes short- and long-range goals through the Capital Improvement Program (CIP), Capital Budget and Maintenance Management Budget for OOD; facilitates the definition of program missions, goals, tasks, and resource requirements; and analyzes potential risks and future impact of decisions. Pro-actively and routinely identifies, mitigates and reports program risks. Job Duties: Responsibilities include: • Provide leadership, management and oversight of OOD Ordnance Engineering Services Division's Planning and Project Management, Maintenance and Equipment Branches and personnel. Coordinates with OOD operational managers as it related to sustainment of ordnance storage facilities and infrastructure. Provides oversight and management of Ammunitions and Explosives (A/E's) under contract and in-house personnel in the preparation of planning, design, construction and maintenance contract documents required for new construction, infrastructure renovation and short/long-term maintenance. • Ensures compliance with Federal, State, and Agency regulations, codes, and requirements compliance related to capital projects, land use, and facility maintenance, to include but not limited to construction plans and specifications, Uniform Building Codes, and other appropriate documents in support of the OOD Facilities Capital Construction and Maintenance Plans. Oversees all environmental regulatory requirements (NEPA)/Cultural Resources are met for construction/renovation/maintenance activities. • Oversees Supervision Inspection & Overhead (SIOH) and construction management tasks to assure compliance with plans and specifications, and ensure project stays on schedule. Reviews and approves progress payment for consultants and contractors assuring the project stays within budget. Coordinate with Federal, State, and DEMA officials in new construction and renovation of State & Federal facilities to include but not limited to ordnance magazines, above and below ground utilities, buildings, roads and rails. Manage coordination all construction and maintenance projects with engineering operations and ordnance operations managers. Develop and execute plans & specifications, bidding process, contract management, and project closeout. • Develop and execute OOD Capital Project and Maintenance Budgets to support short-, near- and long-term facility sustainment. Prepares and manages budget estimates and execution for short- and long-range capital and maintenance projects. • Reviews, edits, and writes correspondence, reports, etc. relating to OOD facility and land management. Ensure agreed upon service levels and customer requirements are met. Adapt to changing priorities and deadlines Selective Preference(s): Bachelor's degree in engineering or related field, 10 or more years of experience in project coordination, project management and program management (or equivalent experience) including at least 5 years in a supervisory position.
