Job DescriptionProgram Advisor, PEMS Active Secret Clearance and US Citizenship Required The Program Advisor, PEMS offers technical support to the TIP Office's International Programs, and specifically to the $150 million Program to End Modern Slavery (PEMS), which aims to reduce modern slavery through research and interventions. They collaborate with IP Section members and interagency partners.Compensation & Benefits:Estimated Starting Salary Range for Program Advisor, PEMS : Starting at$100,000Pay commensurate with experience.Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.Program Advisor, PEMS Responsibilities Include:
  • Program Planning - Advises TIP Office leadership on PEMS programming strategies ($25M annually since FY2016). Recommends grant priorities, reviews proposals, and provides input on M&E and prevalence methodologies. Works with implementers on revisions and assists in awarding grants. Performs other related duties.
  • Project Oversight - Oversees grantee performance for PEMS partners, reviewing progress and financial reports, ensuring compliance, and conducting site visits. Works with implementers, the Grants Officer, and GOR to resolve issues. Analyzes data to support decision-making, identify lessons learned, and facilitate evaluations. Provides input on evaluation design.
  • Combating Human Trafficking Expertise - Provides policy guidance and technical expertise on anti-trafficking programs. Supports TIP Office engagements with agencies, Congress, governments, and organizations. Offers expert guidance on monitoring and evaluation of grantee work, assessing data to identify trends and provide feedback. Prepares analyses, strategy documents, briefings, and memos for senior officials.
  • Research and Monitoring & Evaluation The Advisor should have experience developing and monitoring human trafficking M&E indicators., The Advisor should have expertise and education in research and should be well versed in quantitative and qualitative research and analysis, particularly as applied to human rights issues, including survey methodology and work to measure the prevalence of hidden populations (e.g.human trafficking); statistics; data analysis and visualization.
  • Partnership - Collaborates with IP, TIP Office, and interagency stakeholders. Strengthens partnerships with anti-trafficking stakeholders, including academics, NGOs, and donors. Maintains a strong network in the anti-trafficking and research communities. Serves as the PEMS team's communications lead, creating content for external platforms like the website and social media.
Program Advisor, PEMS Experience, Education, Skills, Abilities requested:
  • Experience: Minimum 7 years in the following areas:
    • Program Planning
    • Project Oversight
    • Countering Human Trafficking
    • Research, Monitoring, and Evaluation (M&E)
  • Education:
    • Master's Degree required
    • PhD preferred
  • Skills and Abilities:
    • Strong liaison capabilities within the TIP Office, other Department bureaus, external organizations
    • Proficient in Microsoft Office Suite (e.g., Excel, R)
    • Skilled in data analysis tools such as SPSS, SAS, or STATA
    • Expertise in both human trafficking and international grants management
    • Knowledge of U.S. government programs and grants processes
    • Analytical skills and the ability to communicate effectively, both orally and in writing
    • Demonstrated excellence in writing, communication, and analysis
  • Additional Requirements:
    • Active Secret Clearance and US Citizenship Required
    • Must pass Cherokee Federal pre-employment qualifications
