Summary You will serve as a PROGRAM ANALYST (ASSESSMENTS) in the Fleet Strategy, Policy, Plans and International Engagement Division, Director Maritime Opeations of DIR, MARITIME OPERATIONS CTR, USFFC. Responsibilities You will conduct and coordinate operational assessments which support maritime homeland defense, campaign planning, or defense support to civil authorities' operations in accordance with Joint Operational Planning Process. You will identify conditions, criteria, and indicators that define the end of each operational phase and in-phase decisive points within each plan. You will identify and develop Measures of Effectiveness (MOEs) and associated indicators and criteria to support assessment of impacts in operational environment. You will identify Measures of Performance (MOPs) tied to specific tests to support the assessment of force execution. You will develop assessment collection and reporting requirement for use by Maritime Operations Center watch personnel and/or subordinate commanders. You will provide oversight and guidance to the operational assessments process as directed. You will develop briefings for the Commander that identify progress towards decision points associated with operational risk and based on commander's guidance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating methods and techniques, to include qualitative and quantitative analysis. Conducting the operational assessment processes. Applying Joint Operational Planning Process and national policy, strategy and concepts of operational pertaining to Maritime Homeland Defense, Campaign Planning, or Defense Support to Civil Authorities Operations. Using computer programs such as Microsoft suite of programs to include power point, word and excel.
