Serco is excited to continue our support to the F-35 Joint Strike Fighter Program Office. This contract provides program management support in the full acquisition lifecycle of the F-35 program, including development, production, and sustainment.

This position is contingent upon your ability to obtain/maintain/transfer your DoD Secret clearance.

Our Program Analyst, located in Crystal City, Arlington, VA, supports the F-35 International Directorate (ID) in its role as the focal point for all F-35 Fleet Users, including U.S. Services, International Partners, and Foreign Military Sales programs, to ensure ID integration throughout the F-35 enterprise and the delivery of 5th Generation combat capability to Warfighters in support of coalition operations. The Contractor shall provide support to the National Deputies, U.S. Service Deputies, and Foreign Military Sales USG Program Managers within the JSF Program Office.

This is a Hybrid/Telework position.

You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who work closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

Our Program Analyst uses information derived from DoD security cooperation and military FMS policy to determine courses of action, reads through technical reports to distill facts for decision makers, attends technical symposiums and training, conducts or supports technical training classes, participates in the development of technical exchange meetings, and works directly with customers and team members to determine project scope and specifications. Provides research and analysis to support JPO International Directorate activities and may support the development and analysis of products, including training modules and evaluation tools. Presents analysis or products to customers and may support policy and procedure development for JPO or community-wide support.

In this role, you will:

  • Assist ID in facilitating the programs of Partner nations and FMS Customers associated with the F-35 program.
  • Support National Deputies and Service Deputies in representing each of the F-35 Partner nations and U.S. Services.
  • Assist the USG Program Manager in managing the F-35 LOA for each FMS country's F-35 program.
  • Coordinate F-35 information to countries considering acquiring the F-35.
  • Assist ID in the development and implementation of International Agreements.
  • Serve as a cross-PMO coordination focal point for ID country requirements.
  • Coordinate with U.S. agencies on programmatic or policy matters pertaining to the USG's F-35 cooperative and FMS programs.
  • Maintain open lines of communication between the F-35 program and external stakeholders.
Qualifications

To be successful in this role, you will have:

  • A U.S. citizenship.
  • The ability to obtain/maintain/transfer your DoD Secret clearance.
  • Associates Degree in the stated discipline.
  • The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2 days per week.
  • Experience in program management, technical or business analysis in weapon systems acquisition and life cycle management; and a minimum of two (2) years of recent work experience related to analysis and planning.
  • Knowledge in DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics Handbook.
  • Knowledge of the principles, policies, and practices of system acquisition.
  • Knowledge of the system equipment life-cycle phases and associated documentation.
  • The ability to travel 10%.
