Description. Seeking a Program Analyst to support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND Headquarters (HQ). The JPEO-CBRND manages our nation's investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures. battlespace worldwide. This position requires a Secret clearance.

Clearance Level: Secret Location: Edgewood, MD - On Site

Job Duties:

  • Assist the JPEO HQ's Chief of Operations with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines, applying the acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02, relating it to product development, production, and sustainment.
  • Maintain awareness of documents that come through the Document Staffing and Task Management System.
  • Write, review, and staff high-level staff action papers, studies, policies, and acquisition documents.
  • Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs and requirements.
  • Apply relevant skills to review, Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users' requirement.
  • Work at a senior level to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
  • Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, e-mails, and meeting minutes.
  • Maintain a list of required documents for assigned programs with corresponding projected need dates.
  • Coordinate both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed. The contractor shall support each event in person or via teleconference, video teleconference, and web conference. In addition, for each meeting conducted, the contractor shall develop meeting minutes and/or an executive summary.
  • Review and provide input to acquisition documentation in support of program milestone decisions and integrated program reviews (IPRs).
  • Provide input to support annual, monthly, and weekly recurring reports, as needed.
  • Provide program status updates at regular senior staff meetings.
  • Communicate programmatic issues, concerns, and information.
  • Develop and update top-level briefings for public presentation to be utilized at various conferences and events.
  • Track the status of action items, meeting minutes, program milestones, and monthly reports.
  • Assist in determining appropriate assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.
  • Assist in maintaining program management tools and processes.
  • Obtain and maintain all information regarding the projects and events they are responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.
  • Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
  • Monitor and protect acquisition-sensitive material.
  • Manage all internal acquisition actions associated with the task management and document staffing system.
  • Responsible for logging in all actions, ensuring completeness, building staff packages, and tracking them through completion, to include actions submitted to higher headquarters.
  • Track the status of all taskers, review and consolidate responses from the line and staff, provide consolidated responses to Government leadership for review and approval, and input the final response into the appropriate tracking system.
  • Ensure that line and staff organizations are aware of deadlines, assignments, and objectives.

Education

  • Bachelor's degree and/ or 10 years of equivalent work experience.
